It helps save browser data as well. Instead of downloading a 1hr file, it downloads 360 x 10-second files. If you only watch for 25 seconds, your player downloads only 3-4 fragments. The current 25-second segment gets 3-4 fragments. It helps reduce the amount of download required to watch the stream in 25 seconds.
