Rest assured, this is not an indication of anyone trying to locate you, or any type of malware, there are so many apps that use your location, for example the weather app, news page in Edge or a web browser to target adverts for you.
As well as the Windows settings for Location, your web browser will also have a setting for location, if you open the Settings page in your browser, type location in the search box, and you will find the location settings.

I was online and saw a little white circle on my taskbar. I hovered over it, and it said "Your location is currently in use" . I've never seen this notification pop up before, so I got worried. Is it someone trying to locate me or is it the weather status that is located on my taskbar? I clicked on it, and it sent me to the location menu.
Underneath "choose which apps can access your precise location", 3D viewer and Skype were marked as "on". I have never used either of these apps, so I don't know why both of them were automatically on for me. When I turned location for this device off, everything else turned off on the "location menu" too.

Start > Settings > Privacy > Location > Choose which apps can access your precise location

This is where you can tell what apps are allowed to use your location. Not which one is using it at a specific moment.

Having given permission to use your location, there is no mechanism to know which application is using that permission at any given time. Otherwise you would not have given permission.
Also have in mind that your location can be used countless times.
