On May 21th, Japanese Prime Minister Fumio Kishida said he regretted the unilateral development of the East China Sea by Communist China, which he described as “unacceptable” in the absence of a defined exclusive economic zone (EEZ) continental shelf boundary.

According to the Nikkei News, Kishida is inspecting Kyoto City. He told reporters that the CCP authorities “unilaterally conduct development when the boundaries of the exclusive economic zone (EEZ) and continental shelf have not yet been determined.”

“This is unacceptable, and we are strongly protesting through diplomatic channels,” Kishida said.

According to the Japan Times, the Japanese Ministry of Foreign Affairs said on Friday that it had confirmed that the Chinese Communist Party (CCP) was developing in areas where the exclusive economic zones of China and Japan overlapped and submitted a complaint to the Chinese Embassy of Communist China.

It also added that Japan “strongly urges an early resumption of negotiations” to implement the 2008 bilateral agreement on resource development in the East China Sea.

In the agreement, China and Japan agreed to develop undersea natural gas in the disputed area jointly and prohibited independent drilling by any country. However, negotiations on how to implement the agreement were suspended in 2010.

“It is extremely regrettable that China (the Republic of China) unilaterally conducts development in this waters,” the Foreign Ministry said.

In the long term, Japan has maintained that the median line between the two countries should mark the boundary of their respective exclusive economic zones. However, to explore and drill a new oil and gas field in the sea area, Communist China has built 17 suspected drilling rigs on the side of the border. Tokyo worries that if the China party drills at that location, it could exploit the natural gas that encompasses this side of Japan.
