I just downloaded the Frank update (which I am pretty excited about) and now my game is censored again. When I try to download the uncensored DLC it just won't download at all. Is there possibly any other way to obtain the uncensored patch?

Steam can be a bit wonky and just play the game instead of downloading the DLC. Check out that link for a variety of steps that have helped other customers.

Do you have to rename the file and replace the original file? That is installed?

Awesome... the patch worked. I used the pcloud link, d/l'ed ver. 1.8. as a Zip file. extracted and simply moved the ver. 1.8 file to the above mentioned location (Steam/Steamapps etc...)... there is another much larger file with the same name already there... keep both files. easy peasy.
