The Program Officer is responsible for coordination of the recruitment, selection, and organization of interviews for potential program participants. The Program Officer will also coordinate pre-departure orientation for selected candidates and plan/execute alumni programming to maintain engagement with program alumni. Additionally, the Program Officer is responsible for collecting and analyzing data to evaluate the efficiency of the program and identify areas for improvement.

The program officer will also be responsible for building and maintaining relationships with funders and other external stakeholders. This includes communicating with funders to provide program updates and reports, as well as engaging with other stakeholders to ensure their continued support and involvement in the program. 

The Program Officer’s Program portfolios include the UBL (Uzbekistan Business Leaders) 50% and Faculty Enrichment Program (FEP) 50%. As the key member of the American Councils Uzbekistan team, the Program Officer will also be expected to support and administer daily programming. This position reports to a Program Manager and will also work directly with program staff in the Washington, D.C. office of American Councils.

Day-to-day,the position responsibilities involve:

  • Liaise with U.S. Embassy, entrepreneur support providers, business incubators/hubs, education institutions active in Entrepreneurship, Innovation and/or SME fields in or with Uzbekistan.
  • Communicate clearly and proactively with the Home Office Program Manager and team on all program procedures and processes;
  • Respond to information requests about the Program and the application process;
  • Promote the program in social media, online and in person;
  • Plan and conduct information sessions for prospective applicants;
  • Plan and conduct outreach trips, as relevant and appropriate;
  • Support the completeness and integrity of the application process, flag applicant queries on AIS and follow up with the Home Office team;
  • Organize selection committee meetings;
  • Participate in the selection process; document responses during interviews and finalize lists of finalists;
  • Collect documents and support the visa process at CONS/Tashkent;
  • Coordinate logistics for pre-departure orientations; collaborate with Home Office Program Manager as needed;
  • Provide support for outbound projects;
  • Propose, develop and Organize alumni activities based on the needs and interests of Alumni;
  •  Manage external social media channels (TG, FB, LinkedIn);
  • Maintain and update the alumni database;
  • Consult and communicate with participants and alumni;
  • Administrate communication channels with participants and Alumni (FB, TG etc);
  • Lead/manage temporary assistants as relevant;
  • Perform other tasks as directed by the Home Office Program Manager or the Country Director.

  Qualifications

  • 3-6 years of project management/professional experience;
  • Bachelor’s degree in social science/education/humanities/business; an MA/MS in education policy or business would be preferred;
  • Experience working in higher education institutions (preferably previous US higher education experience);
  • Managed participants in the business and university space;
  • Fluency in English, Russian, and Uzbek;
  • Strong interpersonal skills, critical/analytical thinking, proactive with excellent communication skills (verbal, listening, and written skills)
  • Business acumen and tact when dealing with business and higher education professionals;
  • Experience with event management, logistics, and activity planning required;
  • Familiarity with Microsoft Office software suite and common social media platforms.

Compensation

American Councils for International Education offers a competitive salary based on Tashkent, Uzbekistan cost of living standards.
