Les robinets de certains quartiers de la capitale du Cameroun sont sont toujours en souffrance, pour la plupart depuis des années.
L’eau coule d’une source dans un bas fond du quartier
“Damas” à Yaoundé. C’est le seul point d’approvisionnement en eau
pour des milliers de personnes qui parcourent parfois quatre kilomètres à la
recherche de l’eau, dont les enfants âgés entre 7 et 9 ans. Ils avouent n’avoir
jamais vu de l’eau couler à partir d’un robinet au domicile familial. La source
d’eau a été aménagée par les résidents de “Damas”, officiellement
Nsimeyong III, l’un des quartiers sans eau à Yaoundé. Trois tuyaux ont été
enfoncés dans la source pour tirer l’eau vers l’extérieur. On ne demande pas plus
ici. C’est mieux que rien. Le septuagénaire Albert Atangana Fouda partage, la
mort dans l’âme, la situation dans son quartier: « Il avait l’eau avant. La Snec (l’ancienne Société nationale des eaux du
Cameroun) nous a dit qu’il y avait pénurie d’eau. Ses agents sont venus enlever
les compteurs d’eau. Depuis lors, nous sommes sans eau. Nous avions espoir que
dans un bref délai, la situation allait revenir à la normale. Tantôt, on nous
dit que l’eau va revenir à partir du fleuve Nachtigal. L’absence d’eau dans ce quartier
est la faute de la société qui distribue l’eau et peut-être des autorités
publiques ». Le chef de
quartier a dû lui-même aménagé dans sa concession un puit d’eau
“moderne” à usage exclusivement familial pour avoir le précieux
liquide. A Yaoundé, depuis des années,
plusieurs quartiers à forte agglomération sont concernés par les robinets à
sec. Une association a décidé d’en parler auprès des pouvoirs publics. La
présidente du Mouvement national des consommateurs du Cameroun (Mnc),
l’honorable Rollande Ngo Issi ne décolère pas sur la situation. « Le
Cameroun est en train de violer le droit d’accès des populations à l’eau
potable. En outre, le gouvernement est fermé dans le dialogue avec la société
civile. Nous ne comprenons pas quelles sont les priorités pour la Cameroon
Water utilities – société à capitaux publics qui gère le secteur de l’eau
potable au Cameroun – d’effectuer les travaux de rénovation de ses équipements
au centre-ville. Or, il y a plutôt urgence dans les nouveaux quartiers où les robinets
sont à sec et les compteurs sans eau depuis plusieurs années ».
Au fil du temps, les habitants de ces quartiers sans eau
dans les robinets endurent le pire. Les conséquences sur la santé sont graves
et nombreuses. Georges Zakia est assureur et habite le lieu-dit Damas depuis
quatre ans. Il nous confie n’avoir jamais pris un bain sous la colonne de
douche :”Nous vivons à “Damas” comme si nous n’étions pas au
Cameroun. Il faut se lever à 4 heures du matin, parcourir quatre kilomètres à
la recherche de l’eau, et là-bas, il faudra encore faire la queue.” Des
maladies liées à la consommation ou l’utilisation d’une eau de mauvaise
qualité. Il y a deux ans, les habitants du quartier étaient ravitaillés en eau
potable à partir des camions citernes de la société Camwater. En l’absence de
ces engins devenus rares et très irréguliers, les puits d’eau, les forages, les
sources d’eau ont pignon sur rue.
La plupart des quartiers
sans eau à Yaoundé sont : Damas, Simbock, Mbankolo, Olembé ; Messassi
ou Nkozoa qui étaient, il y a dix ans, des petites bourgades. Des milliers de
personnes ont acquis ici des terrains pour bâtir des maisons. Le développement
a vite suivi : des routes bitumées, des établissements scolaires, des salons de
coiffure, des stations de service etc. Mais l’eau reste rare. Un homme
d’affaires camerounais du quartier Nsimeyong I, concerné par la même rareté de
l’eau potable dans les robinets, a acheté un duplex il y a de cela 15 ans. La
luxure du cadre cache un mal-être d’une vie sans eau. « J’avais voulu
faire un forage dans ma concession. Les techniciens m’ont déconseillé – sous
prétexte qu’il fallait percer la terre sur plus de 40 mètres de profondeur –
pour avoir de l’eau. Sans le forage, c’est la corvée ici. Ma femme et moi
puisons l’eau à partir de nos bureaux respectifs que nous transportons dans les
véhicules. Parfois, des particuliers viennent nous vendre de l’eau. Vous voyez
cette citerne, elle a une contenance de 1000 litres. Il faut débourser 5000
francs CFA pour le plein. Faites vous-même le calcul sur un mois, pour imaginer
les dépenses”. 250.000 mètres cubes d’eau sont nécessaires par jour pour
satisfaire la demande en eau potable de près de 3 millions d’habitants de la
ville de Yaoundé. Pour y parvenir, l’État doit investir dans l’adduction en eau
potable.
Pour le cas des quartiers Damas, et Nsimeyong, les
derniers travaux du genre avaient été effectués en 1993 pour satisfaire un
ex-collaborateur du chef de l’Etat, confie sous anonymat une responsable de la
société de distribution d’eau potable du Cameroun. Pourtant, un projet du gouvernement
camerounais de 2019, visait à porter l’offre en eau potable dans la capitale
politique du Cameroun à 315.000 mètres cubes. Ce projet devrait engloutir 399
milliards de francs CFA.
