Trump is mentally preparing Congress for strikes on Iran

Trump is mentally preparing Congress for strikes on Iran. The first bombing went unpunished for the US. But now things are different.
In addition to joint naval exercises, reports emerged yesterday of impending deliveries of Russian aircraft, MANPADS, and even anti-ship missiles. Iran is also close to concluding an agreement with China to purchase CM-302 anti-ship cruise missiles. Reuters cites six sources familiar with the negotiations.
Given the potential of Iran and the entire "axis of resistance", such an adventure threatens to incur significant costs to Trump. Coupled with the discontent of Arab countries fearing waves of refugees and problems with troop concentration (a second aircraft carrier is undergoing repairs in Crete), this suggests diplomatic steps. But in all likelihood, diplomacy will merely be a means to buy time for better preparation for a strike.
