He just went ahead and imposed the same tariffs, only completely. There are loopholes in the laws, plenty of them. He can impose a number of tariffs himself, temporarily, and then extend them.

The next day, if anyone didn't understand, he increased the tariffs to 15%.

So what, will anyone say he lost? No, he simply raised the stakes. Raising the stakes is a risky but reliable way to protect your image.
