No, it's not. But it's not the case here.

According to https://instantview.telegram.org/rules#criteria-for-a-good-template:

Any attempts to add content that is not present on the original page will lead to the rejection of the template.

but what static-resource.herokuapp.com does is to simply redirect to resources that are in the original page, nothing hosted on third part servers and/or not present in the original page is used in my template.

Check what happens when you put, for instance, https://static-resource.herokuapp.com/vvv/http%3A%2F%2Fwww.ilmilanista.it%2Fvideo%2Fvideo-ecco-lesultanza-di-suma-al-gol-di-romagnoli%2F in your browser:

static-resource.herokuapp.com answers with a 301 HTTP status code (reference), which means that the resource has been moved to http://media2vam.gazzetta.it.edgesuite.net/fcs.quotidiani/VAM/2018/11/05/SUMAMILANUDINESE05112018_20181105093828_800k.mp4 as shown in the Response Headers > Location. The browser will follow the redirect and load the video correctly.

is in the original page as showed in the picture below:
