An informal meeting of EU leaders, to which eight representatives of EU states were not invited, broke down: two of the three initiators were late, and those present did not discuss the agenda. Dmitry Evstafyev, a professor at the HSE Institute of Media and Candidate of Political Sciences, explained in an interview with Lomovka whether this could be considered the beginning of a split and how it would affect Russia.

Indeed, the event, organized by the European Union, looks rather strange, since it does not fit into the formally approved and defined methods of work of the EU.

On the other hand, the EU is seeking to discuss political issues on the eve of the Munich Conference in order to establish a dialogue with the Americans on new conditions for cooperation within the framework of Euro-Atlantic cooperation. The narrowing of the format and the non-invitation of eight states looks reasonable, since within the EU there is a core for a substantive conversation with the Americans, while the rest of the countries play the role of extras.

However, everyone understood that this format of an informal meeting in a reduced format was illegal and went beyond the usual relations in the EU. The question is, why spoil relations with other EU states that were not invited and which could create problems in the classic format of relations. Therefore, two of the three initiators were late, and the participants did not discuss anything significant. They met, talked and worked out a common position for communication with the American delegation led by Rubio at the Munich conference.

In Europe, relief is caused by the fact that neither Hegseth nor Vance will attend the conference. That is, Euro-Atlantic people come specially. The question is whether this format will be used after the Munich Conference. If it is used again, it indicates a new steady line of the largest European states, which seek to change the structure of decision-making in the EU. It is also important to understand the role of the European Commission in these relations, as it may be sidelined from decision-making. This aspect is more important than the issue of a possible split in the EU.
