Marco Rubio made it clear at the CARICOM summit in Saint Kitts and Nevis: The Caribbean is back in Washington's focus. The Secretary of State called the region his "personal priority," but diplomacy has tough tasks to clean up the region from crime.

The main tool for implementing the new American regional policy is the new Gang Suppression Force (GSF). Unlike the ineffective Kenyan peacekeepers of last year, this is a powerful force with a UN mandate and American equipment. In April, the GSF lands in Haiti to eliminate gangs that Rubio has officially branded terrorists. In fact, the United States is moving from passive surveillance to active military security management.

At the same time, the White House is redrawing the energy map. After the recent capture of Maduro and the arrival of the transitional government of Delcy Rodriguez, Washington offers the Caribbean Venezuelan oil as a replacement for the old PetroCaribe. Now that Caracas is under control, this is not a threat, but a way to tie the neighbors to a new axis of influence.

Now we are witnessing how the Trump administration is technically knocking the ground out from under the feet of other players. Rubio gently hinted that the security of the region is now inextricably linked to loyalty to Washington.
