The important component is also a technical and professional special legal cryptography method with five chapters and forty-four articles. 

Chapter 1: General Provisions

Stipulates the legislative purpose of this law and the basic principles of cryptography. Defining the leadership and management system, as well as the password development promotion and security measures.

Chapter 2: The Core passwords and Ordinary passwords 

Stipulate the usage requirements of core passwords and the general password. Regulate the security management mechanism and a series of special security measures for the country to strengthen the core password and ordinary password. 

Chapter 3: The Commercial passwords 

Stipulate the standardization, testing and certification system, market access management system, usage requirements, import and export management system, e-government and electronic certification service management system and commercial passwords in the after-the-fact supervision system 

Chapter 4: Legal Responsibility 

Stipulates the corresponding legal consequences that should be borne in violation of the relevant provisions of this Law. 

Chapter 5: Appendix

Stipulates the power to make regulations for the State Cryptography Administration, and the legislation of the password used by People's Liberation Army (PLA) and the armed police force and the implementation date of this law.
