List of foiled terrorist attacks – 2024
Russia's MFA▪️ On January 3, 2024, two underage citizens of Russia, A.Lobunichev, born 2007, and V.Smirnov, born 2008, were arrested in Yaroslavl, Yaroslavl region. They planned a terrorist act, on instructions from Ukrainian special services, by setting fire to the building of the garrison military court.
On January 3, 2024, the Investigation Department of the Russian Investigative Committee Directorate for the Yaroslavl Region opened Criminal Case No. 12402780014000001 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On January 4, 2024, acting upon instructions from Ukrainian special services, Russian citizens Y.Blednykh, born 2004, and M.Polukarov, born 1997, planned a terrorist attack in Orenburg, Orenburg Region, by detonating an explosive device on the grounds of the Orenburg Gas Processing Plant.
On March 14, 2024, the Investigation Department of the Federal Security Service Directorate for the Orenburg Region opened Criminal Case No. 12407530001000009 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On January 5, 2024, Russian citizens G.Muradyan, born 1995; E.Muradyan, born 2002; R.Kirakosyan, born 1990, and E.Karmeev, born 2004, were arrested in Rostov-on-Don, Rostov region. They opposed the special military operation and planned a terrorist attack by setting fire to the stop valve unit with a control point for the main oil pipeline Lisichansk-Tikhoretsk-1, 2 owned by Chernomortransneft.
On March 6, 2024, the Main Investigation Department of the Russian Ministry of Internal Affairs Directorate for the Rostov Region opened Criminal Case No. 12401600044000421 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On January 6, 2024, acting upon instructions from Ukrainian special services, Russian citizens Y.Blednykh, born in 2004, and D.Dementyev, born in 1993, planned to commit a terrorist attack in Orenburg, Orenburg Region, by setting fire to freight railway tank cars filled with petroleum products on the grounds of the Polymer Plant, a subsidiary of Gazprom Dobycha Orenburg.
On March 7, 2024, the Investigation Department of the Federal Security Service Directorate for the Orenburg Region opened Criminal Case No. 12407530001000007 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On January 11, 2024, Russian citizen E.Gladkikh was arrested in the village of Novotitarovskaya, Dinskaya District, Krasnodar Territory. An opponent of the special military operation, Gladkikh planned a terrorist attack by detonating an improvised explosive device at the Ufimneft petrol station in Krasnodar, Krasnodar Territory.
On February 13, 2024, the Investigation Department of the Federal Security Service Directorate for the Krasnodar Territory opened Criminal Case No. 12407030001000016 under Article 30, Part 1; Article 205, Part 1; Article 30, Part 3 and Article 222.1, Part 3 of the Criminal Code of the Russian Federation.
▪️ On January 17, 2024, Russian citizen G.Kozhin, born 2001, an opponent of the special military operation, was arrested in Yoshkar-Ola, Mari El Republic. He planned a terrorist attack by setting fire to the city’s military enlistment office.
On January 17, 2024, the Investigation Department of the Federal Security Service Directorate for the Republic of Mari El opened Criminal Case No. 12401880001000057 under Article 30, Part 3 and Article 205 Part 1 of the Criminal Code of the Russian Federation.
▪️ On January 22, 2024, Russian citizen A.Grek, born 1999, was arrested in Simferopol, Republic of Crimea. She planned, under instructions from Ukrainian special services, to commit a terrorist attack by setting fire to technical equipment of the Crimean Railway section.
On January 22, 2024, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12407350001000013 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On January 23, 2024, Russian citizen S.Serov, born 2004, a supporter of the terrorist organisation Freedom of Russia Legion, was arrested in Rybinsk, Yaroslavl Region. He planned a terrorist act by detonating Voentelecom JSC branch, the central repair plant of communication equipment.
On January 23, 2024, Investigation Department of the Federal Security Service Directorate for the Yaroslavl Region opened Criminal Case No. 12407780001000003 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On February 1, 2024, Russian citizen V.Litvinenkov, born 1970, was arrested in Kakhovka, Kherson Region, for planning to commit a terrorist act on instructions from Ukrainian special services, specifically, a bomb attack targeting the car of R.Nazarov, born in 1988, the head of the Malokakhovka territorial administration of the Kakhovka military-civil administration,
On February 1, 2024, the Investigation Directorate of the Russian Investigative Committee Department for the Kherson Region opened Criminal Case No. 12407740001000009 Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On February 2, 2024, Russian citizens opposing the special military operation V.Bodnar, born 1974, and O.Shevchenko, born 1979, were arrested in Simferopol, Republic of Crimea. They planned a terrorist attack by detonating an explosive device targeting an official vehicle carrying Head of the Republic of Crimea Sergey Aksyonov.
On February 3, 2024, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12407350001000032 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On February 5, 2024, Russian citizen N.Zhilich, born 1984, was arrested in Simferopol, Republic of Crimea. Opponent of the special military operation, Zhilich was plotting a terrorist attack, specifically, an explosion targeting the railway tracks of the Crimean Railway in the vicinity of the village of Perovo, Simferopol District, Republic of Crimea.
On February 5, 2024, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12407350001000033 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On February 5, 2024, Russian citizen N.Grekova, born 1986, an opponent of the special military operation, was arrested in Sevastopol. She planned a terrorist attack by detonating an improvised explosive device to target an apartment building where V.Dydin, a serviceman of the Black Sea Fleet of the Russian Navy, resides.
On February 12, 2024, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened criminal case No. 12407350001670003 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On February 7, 2024, Russian citizen S.Chernooky, born 1994, was arrested in Kursk, Kursk Region. He planned a terrorist attack on instructions from Ukrainian special services by setting fire to the Golden Hands of Angel charity point of humanitarian aid collection for the participants in the Special Military Operation. There were no victims or casualties.
On February 15, 2024, the Investigation Department of the Federal Security Service Directorate for the Kursk Region opened Criminal Case No. 12407380001000004 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On February 14, 2024, Russian citizen V.Dyatlenko, born 1978, planned to commit a terrorist act in Mikhailovka, Zaporozhye Region, under instructions from Ukrainian special services, specifically, a bomb attack on the car of A.Mochalov, born in 1972, chairman of the Mikhailovsky district council of deputies. V.Dyatlenko used a firearm to resist arrest and was neutralised.
On February 26, 2024, the Investigation Department of the Federal Security Service Directorate for the Zaporozhye Region opened Criminal Case No. 1240723000100001 under Article 30, Part 3; Article 205, Part 2; Article 222.1, Part 4 and Article 223.1, Part 3 of the Criminal Code of the Russian Federation.
▪️ On February 16, 2024, citizen of the Republic of Belarus S.Masyukovich, born 1998, was arrested in the city of Tula, Tula Region, who opposed the special military operation and planned a terrorist attack in the city of Voronezh, Voronezh Region by setting fire to a transformer substation of the Voronezh Municipal Electricity Network JSC.
On February 16, 2024, the Investigation Department of the Federal Security Service Directorate for the Voronezh Region opened Criminal Case No. 12407200001640020 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On February 18, 2024, Russian citizen S.Fedorov, born 1968, was arrested in Sochi, Krasnodar Territory. Fedorov was acting on instructions from Ukrainian special services and planned a terrorist attack by setting fire to the city military enlistment office.
On February 18, 2024, the Investigation Department of the Federal Security Service for the Krasnodar Territory opened Criminal Case No. 12407030001000022 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On February 26, 2024, citizen of the Republic of Tajikistan J.Razhabov, born 1991, was arrested in Molodezhny, Meshchovsky District, Kaluga Region. On the instructions of a representative of the pro-Ukrainian Muslim organisation ATESH he planned a terrorist attack by setting fire to a relay cabinet near Kudrinskaya station of the Moscow Railways.
On February 26, 2024, the Investigation Department of the Federal Security Service Directorate for the Kaluga Region opened Criminal Case No. 12407290001000010 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On February 28, 2024, Russian citizen D.Sulima, born 1977, was arrested in Cherkessk, Karachayevo-Circassian Republic. He was identified as a supporter of the Azov terrorist organisation and planned a terrorist act by detonating a bomb on the railway track of the North Caucasus Railway.
On March 28, 2024, the Investigation Department of the Federal Security Service Directorate for the Karachayevo-Circassian Republic opened Criminal Case No. 12407910001000013 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 1, 2024, citizen of Ukraine S.Solodsky, born 1991, was arrested in Aleshky, Kherson Region, for planning a terrorist act under the instructions from Ukrainian special services, specifically to use improvised explosive devices to attack the car of the Aleshkinsky Interior Ministry Department head, as well as military and special equipment of the Armed Forces of the Russian Federation.
On March 25, 2024, the Investigation Department of the Federal Security Service Directorate for the Kherson Region opened Criminal Case No. 12407740001000015 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 2, 2024, Russian citizen D.Dementyev, born 1993, was arrested in Orenburg, Orenburg Region. Acting upon instructions from Ukrainian special services, he planned a terrorist attack by setting fire to the Kolesnaya SPS mobile base station.
On March 2, 2024, the Investigation Department of the Federal Security Service Directorate for the Orenburg Region opened Criminal Case No. 12407530001000004 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On March 3, 2024, Russian citizens Y.Blednykh, born 2004, and M.Polukarov, born 1997, were arrested in Orenburg, the Orenburg Region. Acting upon the instructions of the Ukrainian special services, they planned a terrorist attack by setting fire to a military transport aircraft at the Orenburg-2 military airfield.
On March 3, 2024, the Investigation Department of the Federal Security Service Directorate for the Orenburg Region opened Criminal Case No. 12407530001000005 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 5, 2024, three Russian citizens: S.Dementyev, born 2001; A.Zhilenkov, born 1998, and D.Rodkin, born in 2005, who supported the Freedom of Russia Legion terrorist organization, were arrested in Barnaul, Altai Territory. The group planned a terrorist act by setting fire to the presidential candidate Vladimir Putin’s regional election campaign headquarters.
On March 5, 2024, the Investigation Department of the Russian Security Service Directorate for the Altai Territory opened Criminal Case No. 12407010001000016 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 6, 2024, citizen of Belarus N.Alekseyev, born 1974, was arrested in Tuksa, Olonets District, Republic of Karelia, during an attempt to extract an improvised explosive device from a cache and was neutralised while resisting arrest. The suspect planned a terrorist act, on instructions from Ukrainian special services, specifically, to detonate the bomb at the Olonets administration building.
On March 6, 2024, the Investigation Department of the Federal Security Service Directorate for the Republic of Karelia opened Criminal Case No. 12407860001000006 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On March 7, 2024, Russian citizen D.Karayev, born 1995, a supporter of the outlawed nationalist organization Russian Volunteer Corps, was arrested in Tambov, Tambov Region. He planned a terrorist attack by setting fire to the Tambov military enlistment office.
On March 26, 2024, the Investigation Department of the Federal Security Service Directorate for the Tambov Region opened Criminal Case No. 12407680001000009 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On March 11, 2024, Russian citizen I.Sudilovsky, born 1994, was arrested in Sevastopol. He planned a terrorist attack, under the instructions of Ukrainian special services, by detonating an improvised explosive device within an apartment building.
On March 12, 2024, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12407350001670005 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On March 12, 2024, Russian citizen V.Sosedov, born 2002, a supporter of the Freedom of Russia Legion, a Ukrainian terrorist organization, was arrested in Kirov, the Kaluga Region. He planned a terrorist attack by detonating an improvised explosive device near the building of Bryansk-Energo and the Gazprom MezhRegiongaz Bryansk office in Bryansk, the Bryansk Region.
On March 13, 2024, the Investigation Department of the Federal Security Service Directorate for the Kaluga Region opened Criminal Case No. 12407290001000014 under Article 30, Part1; Article 205, Part 1, and Article 222.1 of the Criminal Code of the Russian Federation.
▪️ On March 12, 2024, Russian citizen R.Sabadash, born 1962, was arrested in Tugulymsky District, Sverdlovsk Region, for plotting to commit a terrorist act, on instructions from Ukrainian special services, specifically, to derail or overturn railcars using several angle bars welded together.
On March 12, 2024, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 12407650001000011 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 12, 2024, Russian citizen A.Levchenko, born 2006, supporter of the terrorist organization Russian Freedom Legion, was arrested in Krasnodar, Krasnodar Territory. Levchenko planned a terrorist attack by detonating an improvised explosive device at the city military enlistment office.
On March 15, 2024, the Investigations Directorate of the Russian Investigative Committee for the Krasnodar Territory opened Criminal Case No. 12402030004000051 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 13, 2024, Russian citizen I.Fomichev, born 2005, was arrested in Belgorod, Belgorod Region. He planned a terrorist attack, on instructions from Ukrainian special services, by setting fire to car tyres and flammable liquid near the deployment sites of Russian Ministry of Defence air defence units.
On March 13, 2024, the Investigation Department of the Federal Security Service Directorate for the Belgorod Region opened Criminal Case No. 12407140001000017 under Article 30, Part 3; Article 205, Part 2, and Article 222.1, Part 3 of the Criminal Code of the Russian Federation.
▪️ On March 13, 2024, Russian citizen Y.Yaroshenko, born 1976, a supporter of the Ukrainian terrorist organisation Legion Freedom of Russia, was arrested in Belgorod, Belgorod Region. He planned a terrorist act by detonating standard ammunition near a grocery shop and subsequently go to Ukraine to take part in combat operations against the Armed Forces of the Russian Federation.
On March 16, 2024, the Investigation Department of the Federal Security Service Directorate for the Belgorod Region opened Criminal Case No. 12407140001000021 under Article 222.1, Part 1; Article 30, Part 3; Article 205.5, Part 2; Article 30, Part 1, and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 14, 2024, Russian citizen V.Marchenko, born 1985, was arrested in Yekaterinburg, Sverdlovsk Region, for planning to commit a terrorist act, on instructions from Ukrainian special services, by setting fire to the city military enlistment office.
On March 15, 2024, the Investigation Department of the Federal Security Service Directorate for the Central Military District opened Criminal Case No. 12420001099000004 Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 15, 2024, Russian citizen A.Zhvakin, born 1994, triggered an improvised explosive device when removing it from a cache in Samara, Samara Region. He planned a terrorist attack, upon instructions from Ukrainian special services, by bombing a collection point for humanitarian aid for the participants in the special military operation.
On March 15, 2024, the Investigation Department of the Federal Security Service Directorate for the Samara Region opened Criminal Case No. 12407360001000026 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 16, 2024, Russian citizens A.Titarenko, born 1991; E.Yablokov, born 1985; A.Bekhalo, born 1985, and A.Lipatov,born 1994 were arrested in Krasnodar, Krasnodar Territory. They planned a terrorist attack, on instructions from Ukrainian special services, by setting fire to the battery cabinet of the Timashevskaya signaling, centralisation, and blocking division of the North Caucasus Directorate of Infrastructure, a structural unit of the Central Directorate of Infrastructure, a branch of Russian Railways.
On March 16, 2024, the Investigation Department of the Russian Federal Security Service Directorate for the Krasnodar Territory opened Criminal Case No. 12401008113000058 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 17, 2024, Russian citizen S.Ilyin, born 1971, was arrested in Kurgan, Kurgan Region, for plotting to commit a terrorist act under the instructions from Ukrainian special services, specifically, to detonate a bomb at a city polling station during the election of the President of the Russian Federation.
On March 18, 2024, the Investigation Department of the Security Service Directorate for the Kurgan Region opened Criminal Case No. 12407370001000007 under Article 30, Part 3 and Article 205, Part 3 of the Criminal Code of the Russian Federation.
▪️ On March 21, 2024, Russian citizen A.Zhuravlyov, born in 1974, was arrested in Samara, Samara Region. Acting upon the instructions from Ukrainian special services, he planned a terrorist attack by setting fire to the Kuibyshevskaya Railway relay cabinet.
On March 21, 2024, the Investigation Department of the Federal Security Service Directorate for the Samara Region opened Criminal Case No. 12407360001000028 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On March 21, 2024, Citizen of Ukraine V.Kvasha, born 1989, was arrested in Khabarovsk, Khabarovsk Territory, for plotting a terrorist act on instructions from Ukrainian special services. He was to detonate an improvised explosive device at the construction site of the Dusse-Alinsky railway tunnel of the Baikal-Amur Mainline.
On March 29, 2024, the Investigation Department of the Federal Security Service Directorate for the Khabarovsk Territory opened Criminal Case No. 12407080001000024 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On March 24, 2024, Citizen of the Republic of Tajikistan B.Akhmadaliev, born 1999, was arrested in Novosibirsk, Novosibirsk Region. He was identified as an accomplice to the perpetrators of the March 22, 2024 Crocus City Hall attack and was planning to detonate an improvised an explosive device in a public space in the city.
On March 24, 2024, the Investigation Department of the Federal Security Directorate for the Novosibirsk Region opened Criminal Case No. 12407500001000016 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On March 24, 2024, Russian citizens T.Gagulin, born 2009, and D.Bugaev, born 2004, were arrested in St Petersburg, for planning to commit a terrorist act on instructions from Ukrainian special services by setting fire to a relay cabinet on the Oktyabrskaya railway.
On March 24, 2024, the Investigation Department of the St Petersburg–Finlyandsky Line Department of the Interior Ministry opened Criminal Case No. 12401009742000051 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On March 25, 2024, Russian citizen M.Timakov, born 2003, a supporter of the Freedom of Russia Legion terrorist organization, was arrested in the town of Stroitel, Yakovlevsky District, Belgorod Region. He planned a terrorist attack by detonating an improvised explosive device outside the Yakovlevsky District traffic police building.
On March 25, 2024, the Investigation Department of the Federal Security Service Directorate for the Belgorod Region opened Criminal Case No. 12407140001000024 under Article 30, Part 3; Article 205 Part 2, and Article 222.1, Part 3 of the Criminal Code of the Russian Federation.
▪️ On March 28, 2024, Russian citizen A.Zhigun, born 1985, was arrested in the course of active investigation and detection measures in Mineralnye Vody, Stavropol Territory. He was identified as a supporter of the terrorist organisation Azov and planned to detonate a bomb and set fire to the North Caucasus office of the Federal Customs Service’s North Caucasus department.
On March 28, 2024, the Investigation Department of the Federal Security Service Directorate for the Stavropol Territory opened Criminal Case No. 12407070001100029 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
