▪️ On May 1, 2023, in the village of Tyushevskoye, Ryazan District, Ryazan Region, Russian citizen R.Sidiki, born 1988, planned, on instructions from the Ukrainian special services, to commit a terrorist attack by launching at least four home-made drones containing explosives and filled with strike elements in the territory of the Dyagilevo airport in the Ryazan Region. 

On December 4, 2023, the Western Transport Inter-Regional Investigation Directorate of the Investigative Committee of Russia opened Criminal Case No. 12302009601000045 under Article 30, Part 3; Article 205, Part 2 and Article 223.1, Part 2 of the Criminal Code of the Russian Federation.


▪️ On May 3, 2023, Russian citizen D.Podstrigayev, born 1982, was arrested in Starodub, Bryansk Region as he was plotting a terrorist attack, at the instruction of an unidentified member of the Freedom of Russia Legion terrorist organisation, specifically, detonating law enforcement offices in the region. 

On May 3, 2023, the Investigation Department of the Federal Security Service Directorate for the Bryansk Region opened Criminal Case No. 12307150001000015 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation. 


▪️ On May 3, 2023, citizens of Ukraine I.Garanin, born 1987, E.Roi, born 1980, and S.Garkusha, born 1971, were arrested in Melitopol, Zaporozhye Region. On instructions from Ukrainian special services they planned to use an IED to commit a terrorist act against Police Colonel R.Pshenichny, deputy chief of police for operational work of the Main Directorate of the Ministry of Internal Affairs of Russia for Zaporozhye region.

On 3 May 2023, the Investigation Department of the Federal Security Service Directorate for the Zaporozhye Region opened Criminal Case No. 12307230001000004 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On May 4, 2023, Russian citizens K.Ivanov, born 1998, and R.Zarovnyaev, born 1993, who opposed the special military operation in Ukraine, were arrested in Kachkanar, Sverdlovsk Region, as they planned to commit a terrorist act by setting fire to an information infrastructure facility – a television tower.

On May 4, 2023, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 123076500010000036 under Article 30, Part 2 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On May 5, 2023, Russian citizen A.Tselukhin, born 1958, was arrested in Armavir, Krasnodar Territory. He opposed the special military operation in Ukraine and planned to commit a bombing attack on the dormitory at the base of the Vyatich 15th detached special forces unit of the Federal Service of National Guard Troops (Military Unit 6761).

On May 5, 2023, the Investigation Department of the Federal Security Service Directorate for the Krasnodar Territory opened Criminal Case No. 12307030001000060 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On May 6, 2023, Russian citizens A.Cherepanov, born 2001, and I.Koryukov, born 2000, who opposed the special military operation in Ukraine, were arrested in Yekaterinburg, Sverdlovsk Region, as they were planning to commit a terrorist act by setting fire to the military enlistment office in the Kirovsky and Oktyabrsky districts of the city.

On May 7, 2023, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 12307650001000037 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On May 6, 2023, Russian citizen N.Simunin, born 2001, was arrested in Bryansk, Bryansk Region. He opposed the special military operation in Ukraine and was plotting a terrorist attack by detonating improvised incendiary devices at law enforcement offices in the region.

On June 5, 2023, the Investigation Department of the Federal Security Service Directorate for the Bryansk Region opened Criminal Case No. 12307150001000022 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation. 


▪️ On May 8, 2023, Russian citizens A.Khripko, born 2003; S.Korkhov, born in 2003; I.Korkach, born in 2002; L.Silashin, born in 2007, and I.Silin, born in 2003, were arrested in Balashikha, Moscow Region. They were plotting a terrorist act at Central Aviation Equipment Base 572 of the Russian Defence Ministry using improvised explosive devices. 

On May 8, 2023, the Moscow Military Investigations Directorate of the Russian Investigative Committee opened Criminal Case No. 123020033000000011 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation. 


▪️ On May 10, 2023, Russian citizen I.Zorin, born 1972, was arrested in the city of Yalta, Republic of Crimea, for planning (jointly with Russian citizen V.Podvalny, born in 1967, and Ukrainian citizen D.Petranov, born in 1979), to commit, on instructions from Ukrainian special services, a terrorist act against Head of the Republic of Crimea S.Aksyonov by detonating an improvised explosive device.  

On June7, 2023, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12307350001000142 under Article 30, Part 1 and Article 205, Part 2, Para. “a” of the Criminal Code of the Russian Federation.  


▪️ On May 14, 2023, Russian citizen T.Kirsanov, born 2004, a first-year cadet of the Military Institute of Physical Culture of the Ministry of Defence of the Russian Federation, was arrested in St Petersburg. On instructions from Ukrainian special services, he planned a terrorist act by setting fire to technological equipment on a section of the Oktyabrskaya Railway.

On 14 May 2023, the Military Investigation Department of the Russian Investigative Committee for the St Petersburg garrison opened Criminal Case No. 12302000704000116 under Article 30, Part 3, and Article 205, Part 1 of the Criminal Code of Russia. 


▪️ On May 17, 2023, Russian citizen M.Stukan, born 1983, was arrested in Mariupol, Donetsk People’s Republic. He planned to commit a terrorist attack on instructions from Ukrainian special services by detonating an improvised explosive device in a local residential area.  

On May 17, 2023, the Investigation Department of the Federal Security Service Directorate for the Donetsk People’s Republic opened Criminal Case No. 12302210003000011 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On May 20, 2023, Russian citizen A.Grigoryev, born 1997, was arrested in the city of Novotroitsk, Orenburg Region. On instructions from Ukrainian special services, he planned to carry out a terrorist attack by setting fire to the marshalling yard of the South Urals Railway.

On May 20, 2023, the Investigative Department of the Federal Security Service Directorate for the Orenburg Region opened Criminal Case No. 12307530001000010 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On May 24, 2023, Russian citizen A.Bailo, born 1981, a supporter of Ukrainian neo-Nazism, was arrested in Gelendzhik, Krasnodar Territory. He planned to commit a terrorist act by detonating an improvised explosive device at the Krinitsa branch of the Novorossiysk Border Guard Department of the Federal Security Service for the Krasnodar Territory.

On May 24, 2023, the Investigation Department of the Federal Security Service Directorate for the Krasnodar Territory opened Criminal Case No. 12307030001000074 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On May 30, 2023, Russian citizens V.Vidlatsky, born 2004; K.Zinovkin, born 1989, and Ukrainian citizen G.Semikopenko, born 1991, were arrested in Zaporozhye region. On instructions from Ukrainian special services they planned to use an IED to commit a terrorist act against O.Ryabchuk, acting Minister of Construction, Architecture and Housing of the Zaporozhye Region.

On May 30, 2023, the Investigation Department of the Federal Security Service Directorate for the Zaporozhye Region opened Criminal Case No. 12307230001000009 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On June 1, 2023, Russian citizen E.Ponyatova, born 1971, was arrested in the city of Inza, Ulyanovsk Region. She planned to carry out a terrorist attack on instructions from Ukrainian special services by setting fire to the city’s military enlistment office.

On June 8, 2023, the Investigative Department of the Russian Federal Security Service Directorate for the Ulyanovsk Region opened Criminal Case No. 12301730004000078 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On June 2, 2023, Russian citizen D.Demidchik, born 1997, was arrested in Magnitorosk, Chelyabinsk Region. Being an opponent of the special military operation in Ukraine, he planned a terrorist act, specifically, setting fire to the city’s military enlistment office.

On June 3, 2023, the Investigation Department of the Federal Security Service Directorate for the Chelyabinsk Region opened Criminal Case No. 12307750001000055 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On June 4, 2023, Russian citizen G.Kuzovkin, born 2005, was arrested in Asha, Chelyabinsk Region. He was planning a terrorist act, specifically, setting fire to the city’s military enlistment office.

On June 4, 2023, the Investigation Department of the Federal Security Service Directorate for the Chelyabinsk Region opened Criminal Case No. 12302750010000041 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On June 22, 2023, Russian citizen D.Seleznyov, born 1981, was arrested in Barnaul, Altai Territory. He planned to commit a terrorist attack at the instructions of the Ukrainian special services by poisoning mobilised servicemen of the Russian Armed Forces. 

On June 22, 2023, the Investigation Department of the Federal Security Service Directorate for the Altai Territory opened Criminal Case No. 12307010001000016 under Article 30, Part 3; Article 275, and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On June 22, 2023, Russian citizen I.Korchinsky, born 1988, a supporter of withdrawing the Republic of Crimea and the city of Sevastopol from the sovereignty of the Russian Federation, was arrested in the city of Simferopol, Republic of Crimea, for planning to commit a terrorist act and kill Head of the Republic of Crimea S.Aksyonov by detonating an improvised explosive device.  

On June 22, 2023, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12307350001000160 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.  


▪️ On June 27, 2023, Russian citizen A.Oksenyuk, born 2001, was arrested in Budyonnovsk, Stavropol Territory, He was planning a terrorist attack on instructions from Ukrainian special services, namely to detonate an improvised explosive device on the premises of Stavrolen LLC chemical industry enterprise.

On June 27, 2023, the Investigation Department of the Federal Security Service Directorate for the Stavropol Territory opened Criminal Case No. 12307070001100036 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On June 27, 2023, Russian citizens K.Perfiliev, born 2002, and R.Zvyagintsev, born 2002, who opposed the special military operation in Ukraine, were arrested in the village of Stantsionniy-Polevskoy, Sverdlovsk Region. They were planning to commit a terrorist act by setting fire to a relay cabinet of the Sverdlovsk Railway. 

On August 1, 2023, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 12307650001000052 under Article 30, Part 2 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On June 28, 2023, A.Vasyutin and A.Agasaryan, both citizens of Russia born in 1999 and 1979, respectively, who opposed the special military operation in Ukraine, were arrested in Kerch, the Republic of Crimea, for planning a terrorist attack of detonating a car belonging to a member of the Kerch Branch of the Federal Security Service Directorate for the Republic of Crimea and Sevastopol N.Gerasimenko.

On August 8, 2023, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12307350001000182 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On June 30, 2023, Ukrainian citizen A.Saakyan, born 1994, was arrested in Mariupol, Donetsk People’s Republic. He planned a terrorist attack on instructions from Ukrainian special services, specifically by detonating an improvised explosive device at a deployment site of Russian Armed Forces.  

On June 30, 2023, the Investigation Department of the Federal Security Service Directorate for the Donetsk People’s Republic opened Criminal Case No. 0312023090001397 under Article 30, Part 1; Article 205, Part 2 and Article 222.1, Part 3 of the Criminal Code of the Russian Federation.


▪️ On July 4, 2023, Russian citizen A.Lokhmanov, born 1985, a supporter of the ideology of the Ukrainian paramilitary association Freedom of Russia Legion, who had planned a terrorist act by detonating a gas and oil distribution unit of PJSC Transneft, was liquidated in the village of Kukushki, Isetsky District, Tyumen Region.

On July 5, 2023, the Investigation Department of the Federal Security Service Directorate for the Tyumen Region opened Criminal Case No. 12302710039000013 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On July 5, 2023, citizen of Ukraine A.Malyshev, born 1984, was arrested in Melitopol, Zaporozhye Region. On instructions from Ukrainian special services he planned to use an IED to commit a terrorist act against M.Kalenikov, born in 1980, head of road maintenance department at the State Unitary Enterprise "Road Management in Zaporozhye Region."

 On July 5, 2023, the Investigation Department of the Federal Security Service Directorate for the Zaporozhye Region opened Criminal Case No. 12307230001000017 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On July 6, 2023, an unidentified Ukrainian citizen (call sign "Kristina") was arrested in Berdyansk, Zaporozhye region. On instructions from Ukrainian special services, she was planning to use an IED to commit a terrorist act against representatives of the civil-military administration and law enforcement officers of the region.

On July 6, 2023, the Investigation Department of Berdyansk Police under Ministry of the Internal Affairs of Russia opened Criminal Case No. 12301230020000366 under Article 30, Part 1 and Article 205 Part 2 of the Criminal Code of the Russian Federation.


▪️ On July 8, 2023, Russian citizen V.Murashkin, born 2000, was arrested in Donetsk, Donetsk People’s Republic. He planned to commit a terrorist attack on instructions from Ukrainian special services, specifically, an attack on Russian law enforcement officers with the use of an incendiary device.  

On July 8, 2023, the Investigation Department of the Federal Security Service Directorate for the Donetsk People’s Republic opened Criminal Case No. 0312023090001398 under Article 30, Part 3; Article 205, Part 2 and Article 222.1, Part 3 of the Criminal Code of the Russian Federation.


▪️ On July 14, 2023, Russian citizen V.Netunayeva, born 1987, was arrested in Uglich, Yaroslavl Region. She was plotting a terrorist act on instructions from Ukrainian special services, specifically, detonating the Uglichskaya Hydropower Plant. 

On July 14, 2023, the Investigation Department of the Federal Security Service Directorate for the Yaroslavl Region opened Criminal Case No. 12307780001000030 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation. 


▪️ On July 14, 2023, Russian citizen R.Belyi, born 1983, was arrested in Essentuki, Stavropol Territory. He was planning to commit a terrorist act of bombing two gas distribution stations in the town on instructions from Ukrainian special services.

On July 14, 2023, the Investigation Department of the Federal Security Service Directorate for the Stavropol Territory opened Criminal Case No. 12307070001100039 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On July 17, 2023, Russian citizen D.Mezenin, born 2001, was arrested in Bryansk, Bryansk Region. A member of the Ukrainian nationalist battalion Freedom of Russia Legion, he was plotting a terrorist act, specifically, detonating improvised explosive devices against transport or industrial infrastructure facilities in the region.

On July 21, 2023, the Investigation Department of the Federal Security Service Directorate for the Bryansk Region opened Criminal Case No. 12307150001000033 under Article 30, Part 1 and Article 205.5, Part 2 of the Criminal Code of the Russian Federation. 


▪️ On July 20, 2023, Ukrainian citizen S.Yevtushenko, an agent of the Main Intelligence Directorate of the Ministry of Defence of Ukraine, was arrested in Melitopol, Zaporozhye region. On instructions from Ukrainian special services he planned to use an IED to commit a terrorist act against Police Colonel R.V. Pshenichny, deputy chief of police for operational work of the Main Directorate of the Ministry of Internal Affairs of Russia for Zaporozhye region.

On July 20, 2023, the Investigation Department of the Federal Security Service Directorate for the Zaporozhye Region opened Criminal Case No. 12307230001000005 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On July 24, 2023, citizen of Ukraine S.Grudenko, born 1989, was arrested in Tokmak, Zaporozhye Region. On instructions from Ukrainian special services, he planned to use an IED to commit a terrorist act against members of the Armed Forces of the Russian Federation. 

On July 20, 2023, the Investigation Department of the Federal Security Service Directorate for the Zaporozhye Region opened Criminal Case No. 12302230002000043 under Article 30, Part 1; Article 205, Part 2 and Article 222.1 Part 3 of the Criminal Code of the Russian Federation.


▪️ On July 26, 2023, sub-officer A.Romanyuk, born 1995, a serviceman of Military Unit 99608, was arrested in Novorossiysk, Krasnodar Territory. He planned to attack one of the submarines at the Novorossiysk naval base of the Black Sea Fleet of the Russian Navy by planting improvised explosive devices in the launch silos of Kalibr cruise missiles on instructions from Ukrainian special services.

On August 1, 2023, the Investigation Department of the Federal Security Service opened Criminal Case No. 12307007707000105 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On August 1, 2023, Russian citizen N.Kolyadina, born 1969 (with mental health issues), was arrested in Sestroretsk, Leningrad Region, who planned a terrorist act on instructions from Ukrainian special services and set fire to the building of the military enlistment office for the Kronstadt and Kurortny districts of St Petersburg.

On August 4, 2023, the Investigation Department of the Federal Security Service Directorate for St Petersburg and the Leningrad Region opened Criminal Case No. 12301400016000460 under Article 30, Part 3, and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On August 2, 2023, a parked Tavriya car with an explosive device (a mine) inside was found in close proximity to the administration of the village of Kirillovka, Melitopol District, Zaporozhye Region.

On August 2, 2023, the Investigations Department of the Investigative Committee of Russia for the Zaporozhye Region opened Criminal Case No. 12302230002000050 under Article 30, Part 3 of Article 205, Part2 and Article 222.1 of the Criminal Code of the Russian Federation.


▪️ On August 10, 2023, citizen of the Republic of Uzbekistan, D.Yuldashev, born 1999, was arrested in St Petersburg. He planned a terrorist act on instructions from Ukrainian special services and set fire to the building of the military enlistment office in the Petrogradsky District of the city.

On August 10, 2023, the Investigations Department of the Russian Interior Ministry Directorate for Transport in the Petrogradsky District of St Petersburg initiated Criminal Case No. 12301400010001046 under Article 30, Part 2 and Article 205, Part 1 of the Criminal Code of the Russian Federation. 


▪️ On August 10, 2023, Russian citizen Y.Nikolayev was arrested in Zaraisk, Moscow Region, as he plotted to commit a terrorist act of setting fire to the city’s military enlistment office.

On August 11, 2023, the Department of the Interior Ministry of Russia for the city of Zaraisk opened Criminal Case No. 12301460010000256 under Article 30, Part 3, and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On August 13, 2023, Russian citizen M.Volga, born 1977, was arrested in Voronezh, Voronezh Region, who upon instructions from Ukrainian special services, planned a terrorist attack by bombing the command staff of the Baltimor military airfield of the Aerospace Forces of the Russian Federation.

On December 22, 2023, the Investigation Department of the Federal Security Service Directorate for the Voronezh Region opened Criminal Case No. 12307200001160111 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On August 17, 2023, Russian citizens M.Novikov, born 2003; I.Kuznetsov, born 2003, and I.Bamukhametov, born 2003, who opposed the special military operation in Ukraine, were arrested in Yekaterinburg, Sverdlovsk Region. They were planning a terrorist act by setting fire to information infrastructure facilities (cell phone towers).

On August 17, 2023, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 123076500010000053 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On August 19, 2023, Russian citizen Y.Yatsenko, born 2008, a supporter of neo-Nazism, was arrested in Lipetsk, Lipetsk Region. He was planning to commit a terrorist act at the instructions of Ukrainian nationalist units by setting fire to the local Islamic Centre.

On August 19, 2023, the Investigation Department of the Russian Investigative Committee for the Lipetsk Region opened Criminal Case No. 12302420014000025 under Article 30, Part 1. 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On August 26, 2023, Russian citizen I.Semyonov, born 1992, was arrested in St Petersburg. He planned to commit a terrorist act by setting fire to the office of the Russian Army Contract Service Selection Board.

On August 27, 2023, the Investigation Department of the Interior Ministry Directorate for the Admiralteisky District of St Petersburg initiated Criminal Case No. 12301400001001736 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation. 


▪️ On August 28, 2023, Russian citizen I.Sofronov, born 1987, was arrested in Kaluga, Kaluga Region as he was planning to commit a terrorist act on instructions from Ukrainian special services by setting fire to a regional administration building and move to Ukraine to participate in hostilities against the Armed Forces of the Russian Federation.

On August 28, 2023, the Investigation Department of the Federal Security Service Directorate for the Kaluga Region opened Criminal Case No. 12307290001000028 under Article 30, Part 1; Article 205.5, Part 2 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On August 30, 2023, Russian citizen A.Popadeikin, born 1987, and Ukrainian citizen S.Chumachenko, born 1976, were arrested in Melitopol, Zaporozhye region. They planned, on instructions from Ukrainian special services, to commit a terrorist act by assassinating E.Umanets, head of the civil-military administration of the village of Kirillovka, Melitopol District, and a businessman living in this village, V.Novokhatny, who was actively cooperating with the authorities of the Russian Federation. 

On 30 August 2023, the Investigation Department of the Federal Security Service Directorate for the Zaporozhye Region opened Criminal Cases No. 12307230001000024 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation, and No. 12307230001000025 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
