▪️ On January 3, 2023, citizens of Russia A.Ramaldanov, born 2001; I.Kudinov, born 2004, and I.Blagodatskikh, born 2004, who opposed the special military operation in Ukraine, were arrested in the city of Rostov-on-Don, Rostov Region, for planning to commit a terrorist act by setting fire to a military enlistment office in the city’s Sovetsky District.  

On January 19, 2023, the Investigation Department of the Federal Security Service Directorate for the Rostov Region opened Criminal Case No. 12307600001000006 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.  


▪️ On January 6, 2023, Russian citizens E.Kusonets, born 2004, and I.Demeshov, born 2004, were arrested in Artyom, Primorye Territory. At the instructions of Ukrainian intelligence, they were planning a terrorist act, specifically, setting fire to two aircraft on the city’s military airfield. 

On January 9, 2023, the Investigation Department of the Federal Security Service Directorate for the Primorye Territory opened Criminal Case No. 12307050001000003 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of Russia.


▪️ On January 13, 2023, Russian citizen N.Gorbunov, born 1986, was arrested in Novosibirsk, Novosibirsk Region. An opponent of the special military operation in Ukraine, he planned a terrorist attack by detonating an improvised explosive device at a local military infrastructure facility. 

On January 13, 2023, the Investigation Department of the Federal Security Service Directorate for the Novosibirsk Region opened Criminal Case No. 12307500001000001 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On January 20, 2023, Russian citizen A.Zhuravlyov, born 1983, was arrested in the city of Stavropol, Stavropol Territory. On instructions from Ukrainian special services, he planned a terrorist attack by setting fire to the Russian Interior Ministry Directorate for Stavropol Territory.

On January 20, 2023, the Investigative Department of the Federal Security Service Directorate for the Stavropol Territory opened criminal case No. 12307070001100002 under Article 30, Part 1 Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On January 27, 2023, three Russian citizens - I.Simonov, born 1988; G.Istomin, born in 1988, and S.Bayramova, born 1991, who were planning, on instructions from Ukrainian special services, to commit a terrorist act by setting fire to a technological control centre for rolling stock traffic on a section of the Sverdlovsk railway, were arrested in Pyshma District, Sverdlovsk Region.

On January 27, 2023, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 12307650001000005 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On January 29, 2023, Russian citizen S.Kornilov, born 2005, was arrested in Moscow. He opposed the special military operation on the territory of Ukraine and planned a terrorist attack on the territory of the Moscow Region in the interests of the Right Sector, a banned Ukrainian extremist organisation.

On July 28, 2023, the Main Investigations Directorate of the Russian Investigative Committee in Moscow opened Criminal Case No. 12302450022000064 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation. 


▪️ On February 1, 2023, citizen of Russia V.Kulikov, born 2004, was arrested in Lipetsk, Lipetsk Region. He opposed the special military operation in Ukraine and planned a terrorist attack involving setting fire to the local military airfield. 

On March 16, 2023, the Investigation Department of the Federal Security Service Directorate for the Lipetsk Region opened Criminal Case No. 12307420001000009 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On February 7, 2023, Russian citizens N.Tikhomirov, born 2000; S.Osmachko, born 2000; M.Shatym, born 2000, and D.Kopylenko, born 2003, were arrested in Unecha, Bryansk Region. They were plotting a terrorist attack on instruction from the Ukrainian intelligence, specifically, setting fire to military enlistment offices in the region. 

On February 7, 2023, the Investigation Department of the Federal Security Service Directorate for the Bryansk Region opened Criminal Case No. 12301150032000056 under Article 205, Part 2 and Article 30, Part 1 of the Criminal Code of the Russian Federation. 


▪️ On February 7, 2023, Russian citizen N.Yuryev, born 1978, who opposed the special military operation in Ukraine, was detained in Novouralsk, Sverdlovsk Region, planning to commit a terrorist act by setting fire to the city's military enlistment office.

On February 8, 2023, the Investigation Department of the Federal Security Service Directory for the Central Military District opened Criminal Case No. 12320001099000002 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On February 8, 2023, supporters of the Azov Ukrainian nationalist paramilitary association, Russian citizens V.Fedotov, born 1986; Z.Nurmagomedov, born 1996; U.Urusov, born 1991, and A.Dimov, born 1982, were liquidated due to armed resistance during the counterterrorist operation in the village of Petrovsky, Sovetsky Urban District, Stavropol Territory.

On February 8, 2023, the Investigative Department of the Federal Security Service Directorate for the Stavropol Territory opened criminal case No. 12307070001100005 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On February 15, 2023, Russian citizen S.Stanchev, born 1987, was arrested in Essentuki, Stavropol Territory, who, on instructions from Ukrainian special services, planned to commit a terrorist act of setting fire to the building of the military enlistment office in Pyatigorsk.

On February 15, 2023, the Investigation Department of the Federal Security Service Directorate for the Stavropol Territory opened Criminal Case No. 12307070001100006 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation. 


▪️ On February 17, 2023, Russian citizen V.Zotova, born 2003, was arrested in Karabikha, Yaroslavl Region. While opposing the special military operation in Ukraine, she was plotting a terrorist attack by setting fire to the Karibikha administration building in the Yaroslavl municipal district.  

On February 17, 2023, the Investigation Department of the Federal Security Service Directorate for the Yaroslavl Region opened Criminal Case No. 12307780001000005 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On February 21, 2023, Russian citizen R.Bereda, born 1990, was arrested in Kaliningrad, Kaliningrad Region. He opposed the special military operation in Ukraine and planned to commit a terrorist attack by detonating an improvised explosive device in the building of Kaliningrad Region Department of the Russian Federal Penitentiary Service.

On February 21, 2023, the Investigation Department of the Federal Security Service Directorate for the Kaliningrad Region opened Criminal Case No. 12307270001000004 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On February 23, 2023, Russian citizen D.Avgustov, born 2007, who opposed the special military operation in Ukraine, was arrested in Tobolsk, Tyumen Region. He planned to commit a terrorist act by setting fire to the military enlistment office of the city.

On 23 February 20223, the Investigation Department of the Federal Security Service Directorate for the Tyumen Region opened Criminal Case No. 12302710006000020 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On February 23, 2023, Russian citizen E.Mangasarov, born 2004, who opposed the special military operation in Ukraine, was arrested in Yekaterinburg, Sverdlovsk Region. He planned to commit a terrorist act by setting fire to the city's military infrastructure.

On February 24, 2023, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 12307650001000012 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On February 25, 2023, Russian citizen A.Baranov, born 1984, a supporter of the Ukrainian nationalist battalion Freedom of Russia Legion, was arrested in St Petersburg for planning an act of terrorism by setting fire to the building of the Federal State Agency Directorate of Non-Departmental Security of the Russian National Guard Troops in St Petersburg and the Leningrad Region.

On May 6, 2023, the Investigation Department of the Federal Security Service Directorate for St Petersburg and the Leningrad Region opened Criminal Case No. 12307400001000018 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On February 25, 2023, Russian citizen A.Baranov, born 1984, a supporter of the Ukrainian nationalist battalion Freedom of Russia Legion, planned to commit a terrorist act - an explosion that would intimidate the population and create a risk of loss of life, significant property damage or other serious consequences.

On November 10, 2023, the Investigation Department of the Federal Security Service Directorate for St Petersburg and the Leningrad Region initiated Criminal Case No. 12307400001000112 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On March 1, 2023, underage Russian citizen Y.Balazeikin, born 2006, was arrested in Kirovsk, Leningrad Region. He opposed the special military operation in Ukraine and planned a terrorist attack by setting fire to the district military enlistment office. 

On February 27, 2023, the Main Investigative Department of the Russian Investigative Committee Directorate for the Leningrad Region opened Criminal Case No. 12301410027000162 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On March 1, 2023, Ukrainian citizen L.Machilskaya, born 1956, was arrested in the city of Berdyansk, Zaporozhye Region. On instruction from Ukrainian special services, she planned a terrorist attack by staging an explosive with an improvised explosive device against representatives of the region’s civil-military administration and law enforcement officers.

On April 13, 2023, the Investigative Department of the Russian Interior Ministry Directorate opened Criminal Case No. 12301230020000118 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On March 2, 2023, Ukrainian citizen A.Yevdokimov, born 1994, was arrested in Donetsk, Donetsk People’s Republic. He planned to commit a terrorist attack on instructions from Ukrainian special services, specifically, the assassination of a DPR People’s Council deputy with the use of an improvised explosive device.  

On March 2, 2023, the Investigation Department of the Federal Security Service Directorate for the Donetsk People’s Republic opened Criminal Case No. 0312023090001391 under Article 30, Part 1 and Article 205 of the Criminal Code of the Russian Federation.


▪️ On March 2, 2023, unidentified persons in Donetsk, Donetsk People's Republic, on instructions from Ukrainian special services, planned a terrorist act by bombing the house of Y.Anika, born 1990, Deputy Chair of the Committee on Security and Defence of the People's Council of the DPR.

On November 13, 2023, the Investigation Department of the Federal Security Service Directorate for the Donetsk People's Republic opened Criminal Case No. 12307210001000020 under Article 30, Part 1; Article 205, Part 2; Article 205.1, Part 4; Article 205.1, Part 3; Article 222.1, Part 2, and Article 223.1, Part 2 of the Criminal Code of the Russian Federation.


▪️ On March 7, 2023, two Ukrainian citizens V.Vodolazko, born 1988, and S.Fedosenko, born 1991, planned an armed terrorist attack on a Russian Armed Forces checkpoint.

On March 7, 2023, the Investigations Department of the Russian Investigative Committee for the Zaporozye Region opened Criminal Case No. 12302230098000004 under Article 30 and Part 2 of Article 205 of the Criminal Code of the Russian Federation.


▪️ On March 17, 2023, Russian citizen Y.Tkachenko, born 1992, an opponent of the special military operation in Ukraine, was arrested in the city of Simferopol for planning a terrorist act by setting fire to a military hospital. 

On March 17, 2023, the Federal Security Service Directorate for the Republic of Crimea and the city of Sevastopol opened Criminal Case No. 12307350001000056 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.  


▪️ On March 23, 2023 four Russian citizens were arrested in Ufa, Bashkortostan: underage A.Krioni (born 2007, first year student of the Ufa College of Statistics, Informatics and Computing), who, on instructions from unidentified persons, implicated A.Shaidullin, born 2002; N.Ivanov, born 2002, and I.Gaisin, born 2002, in committing a terrorist attack of setting fire to technological equipment at a site near Urshak railway station of the Kuibyshev Railway. 

On March 23, 2023, the Investigation Department of the Federal Security Service Directorate for the Republic of Bashkortostan opened Criminal Case No. 12307800001000015 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On April 5, 2023, Ukrainian citizen S.Karmazin, born 1977, was arrested in Podolsk, Moscow Region. He planned a terrorist attack upon instructions from Ukrainian special services, specifically, detonating an IED at the Serpukhov Oil Depot.

On June 14, 2023, the Investigation Department of the Federal Security Service Directorate for Moscow and the Moscow Region opened Criminal Case No. 12307450001000062 under Article 30, Part 1; Article 205.3, and Article 205, Part 2 of the Criminal Code of the Russian Federation. 


▪️ On April 9, 2023, Ukrainian citizen D.Storozhuk, born 1988, colonel and staff member at the operations and intelligence department of the Ukrainian State Border Guard Service, and his associates, Ukrainian citizen A.Trofimov, born 1969, and Russian citizen V.Zayarnoi, born 1960, were arrested in Telmanovo, Donetsk People’s Republic. They planned a terrorist attack against a DPR People’s Council deputy and an act of sabotage of the rail junction in Amvrosiyevka, Donetsk People’s Republic.

On April 9, 2023, the Investigation Department of the Federal Security Service Directorate for the Donetsk People’s Republic opened Criminal Case No. 0312023090001395 under Article 30, Part 1; Article 205, Part 2 and Article 222.1, Part 3 of the Criminal Code of the Russian Federation.


▪️ On April 12, 2023, Russian citizen N.Kornilova, born 1962, who opposed the special military operation on the territory of Ukraine, was arrested in Usinsk, Komi Republic. She was planning to commit a terrorist act by setting fire to the military enlistment office of the city.

On April 12, 2023, the Investigative Department of the Investigative Committee of Russia for the Komi Republic initiated criminal case No. 12302870008000015 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On April 14, 2023, V.Podvalny, a citizen of Russia, born 1967, and D.Petranov, a citizen of Ukraine, born 1979, who both opposed the special military operation in Ukraine, were arrested in Yalta, the Republic of Crimea, for planning a terrorist attack against Dmitry Sukhar, squadron executive officer of the missile ship squadron at Military Unit No. 72165, or persons belonging to his inner circle.

On July 31, 2023, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12307350001000180 under Article 30, Part 1, and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On April 15, 2023, Russian citizens V.Zavalnov, born 2004, and M.Golodyuk, born 2004, were arrested in Kaluga, Kaluga Region. They opposed the special military operation in Ukraine and planned to commit a terrorist act by setting fire to several relay boxes that ensure the safe and uninterrupted operation of railway transport.

On August 10, 2023, the Investigation Department of the Federal Security Service Directorate for the Kaluga Region opened Criminal Case No. 12307290001000025 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On April 18, 2023, Russian citizen V.Tagirova, born 1990, was arrested in Samara, Samara Region. She was planning to commit a terrorist attack on instructions from Ukrainian special services by committing arson during the International Anti-Fascist Festival, a public event in the central square of the city.

On April 18, 2023, the Investigation Department of the Federal Security Service Directorate for the Samara Region opened Criminal Case No. 12307360001000021 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On April 22, 2023, Russian citizens V.Podvalny, born 1967; A.Litvinenko, born 1986, and S.Krivosheyin, born 1988, as well as Ukrainian citizen D.Petranov, born 1979, were arrested in the city of Yalta, Republic of Crimea, for planning, on instructions from Ukrainian special services, to commit a terrorist act against Y.Pavlenko, head of the administration of the city of Yalta, Republic of Crimea, by detonating an improvised explosive device.  

On June 7, 2023, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12307350001000140 under Article 30, Part 1 and Article 205, Part 2, Para. A of the Criminal Code of the Russian Federation.  


▪️ On April 25, 2023, citizen of Russia Y.Bezrukov, born 1987, was arrested in Yelets, Lipetsk Region. To disrupt the work of the local authorities, the suspect intended to commit two terrorist acts – to set fire to the Yelets municipal district administration and the Yelets district court.

On April 25, 2023, the Investigation Department of the Federal Security Service Directorate for the Lipetsk Region opened Criminal Case No. 12301420015000077 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.


▪️ On April 27, 2023, Russian citizen and supporter of the ideology of mass killings and neo-Nazism Y.Kim, born 2006, was arrested in Kaluga, Kaluga Region. At the instructions from Ukrainian special services, he was plotting an act of sabotage, specifically, setting fire to the Yelenskaya Power Substation. The suspect disclosed the location of his weapons cache where he stored three Molotov cocktails he was planning to use in the arson. 

On April 27, 2023, the Investigation Department of the Federal Security Service Directorate for the Kaluga Region opened Criminal Case No. 12307290001000019 under Article 30, Part 1 and Article 281, Part 1 of the Criminal Code of the Russian Federation. 

On August 15, 2023, the Investigation Department of the Federal Security Service Directorate for the Kaluga Region opened Criminal Case No. 12307290001000019 under Article 30 Part 1 and Article 205 Part 1 of the Criminal Code of the Russian Federation. 


▪️ On April 28, 2023, Ukrainian citizen V.Tsurkan, born 1992, was arrested in the village of Okhrimoka, Zaporozhye Region. On instructions from Ukrainian special services, he planned to carry out a terrorist attack against Police Lieutenant Colonel Y.Balabin, Head of the Kirilovskoye police station by detonating an improvised explosive device.

On April 28, 2023, the Investigative Department of the Russian Federal Security Service Directorate for the Zaporozhye Region opened Criminal Case No 12307230001000003 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On April 28, 2023, citizens of Ukraine V.Trachuk, born 1984, and T.Klyuchka, born in 1979, were arrested in Melitopol, Zaporozhye region. On instructions from Ukrainian special services they planned to use an IED to commit a terrorist attack against P.Mishin, deputy head of the HR department of Zaporozhye NPP.

On April 28, 2023, the Investigation Department of the Federal Security Service Directorate for the Zaporozhye Region opened Criminal Case No. 12307230001000002 under Article 30, Part 1 and Article 205, Part 2 of the Criminal Code of the Russian Federation.


▪️ On April 30, 2023, Russian citizens K.Yevmenenko, born 1971, and S.Voynarovsky, born 1984, were arrested in the city of Yalta, Republic of Crimea, for planning (jointly with Russian citizen V.Podvalny, born in 1967, and Ukrainian citizen D.Petranov, born in 1979) to commit, on instructions from Ukrainian special services, a terrorist act against Chairman of the State Council of the Republic of Crimea V.Konstantinov by detonating an improvised explosive device.

On June 7, 2023, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12307350001000141 under Article 30, Part 1 and Article 205, Part 2, Para. A of the Criminal Code of the Russian Federation.
