List of foiled terrorist attacks – 2022
Russia's MFA▪️ In April 2022, Russian citizen B. Murtazayev, born 1987, was in the Republic of Crimea where he learned online about the special military operation in Ukraine and thought that it was unacceptable and had to be stopped. This prompted B. Murtazayev to plan a terrorist attack in April 2022 by targeting a railway in the Dzhankoi District of the Republic of Crimea with an explosion in order to derail passenger and cargo trains. He expected this act to intimidate the Russians and make the Russian authorities stop the special military operation in Ukraine.
On April 19, 2022, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea opened Criminal Case No. 12207350001000061 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On April 18, 2022, Russian citizen Pavel Dyumin, born 1991, a supporter of nationalist ideology and neo-Nazism, was arrested in Kursk. He wanted to destabilise the government and thus make it, along with the President of the Russian Federation, take a decision to stop the special military operation in Ukraine. To achieve that, he intended to detonate one or several public infrastructure facilities with large gatherings in Kursk (the international airport terminal, Evropa No. 52 hypermarket, a Burger King fast food restaurant), car tunnels under rail tracks, and a car bridge.
On April 21, 2022, the Investigation Department of the Federal Security Service Directorate for the Kursk Region opened Criminal Case No. 12207380001000020 under Article 205, Part 1, and Article 30, Part 1 of the Criminal Code of the Russian Federation.
▪️ On April 22, 2022, citizen of the Russian Federation D.Morozov, born 1993, a newly converted supporter of the international terrorist organisation Islamic State (ISIS), was eliminated in an armed clash with law enforcement authorities in the Narimanov District of the Astrakhan Region during his arrest for planning a terrorist attack against the military enlistment office of the Astrakhan Region, following which he intended to flee to Ukraine and join a national battalion there. None of the law enforcement officers or civilians were hurt.
On April 22, 2022, the Investigations Directorate of the Investigative Committee of Russia for the Astrakhan Region opened Criminal Case No. 12207120001000014 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On April 26, 2022, Mikhail Chupil, citizen of the Russian Federation and Ukraine, born 1988, who had served in the Armed Forces of Ukraine and taken part in the Counter-Terrorist Operation, and also believed that the special military operation in Ukraine was unacceptable, was arrested in Dubrovskoye, Krasnogvardeisky District, Republic of Crimea, for his involvement in preparing a terrorist attack targeting a recreational facility in Simferopol.
On April 26, 2022, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea opened Criminal Case No. 12207350001000068 under Article 30, Part 1, and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On May 6, 2022, Russian citizen V.Popov, born 1978 and originally from the Republic of Belarus was apprehended. He was identified as a supporter of the Right Sector, an extremist organisation, and was planning a terrorist attack targeting military personnel of the 44th Air Defence Division of the Baltic Fleet (military unit 44125).
On May 6, 2022, the Investigation Department of the Federal Security Service Directorate for the Kaliningrad Region opened Criminal Case No 122072700010000011 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On May 7, 2022, A.Chervov, born 1982, was arrested in Kemerovo, Kemerovo Region – Kuzbass for plotting a terrorist attack targeting military enlistment offices and police departments in the city.
The Investigation Department of the Federal Security Service Directorate for the Kemerovo Region – Kuzbass opened Criminal Case No. 12207320001000040 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On May 17, 2022, Russian citizen Bogdan Ziza, born 1994, was arrested in Yevpatoria for committing a terrorist attack, namely, for setting fire to an administrative building in Yevpatoria, Republic of Crimea, with the purpose of intimidating Russian people and making the Russian Federation authorities stop the special military operation in the territory of Ukraine.
On May 17, 2022, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12207350001000087 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On June 23, 2022, Russian citizens M.Sokolov, born 1998, and A.Gashev, born 1998, were arrested in Perm. They set fire to the building of the military enlistment office in the Kirovsky District of the city, aiming to disrupt the government’s activities. The fire was promptly extinguished after two windows caught fire, resulting in no casualties or injuries.
On June 28, 2022, the Investigation Department of the Russian Federal Security Service Directorate for the Perm Territory opened Criminal Case No 12207570001000043 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On July 14, 2022, citizen of the Russian Federation Vladimir Isupov, born 1974, who swore allegiance to a leader of the extremist organisation Right Sector in the Telegram messenger, was arrested in Mineralnye Vody for planning a terrorist attack at the military enlistment office and the city administration.
On July 14, 2022, the Federal Security Service Directorate for the Stavropol Territory opened Criminal Case No. 12207070001100047 under Article 30, Part 3 and Article 205, Part 2, Para. A of the Criminal Code of the Russian Federation.
▪️ On July 15, 2022, Russian citizen Denis Popov, born 2001, was arrested in Uglich. He opposed the special military operation in Ukraine and was involved in preparing a terrorist attack against a military enlistment office serving the Uglich and Myshkin districts.
On July 15, 2022, the Federal Security Service Directorate for the Yaroslavl Region opened Criminal Case No. 12207780001000027 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of Russia.
▪️ On July 26, 2022, members of the Right Sector nationalist organisation, citizens of Ukraine Yana Danilova, born 1978; Irina Puzanova, born 1986, and Alexander Svergun, born 1988, were arrested in Goritsy, Dobrovsky District. They were planning a terrorist attack targeting the Sokol bus terminal in the city.
On July 27, 2022, the Investigation Department of the Federal Security Service Directorate for the Lipetsk Region opened Criminal Case No. 12207420001000027 under Article 30, Part 1 and Article 205, Part 2, Para. A. of the Criminal Code of Russia.
▪️ On August 4, 2022 Russian citizen I.Miroshnichenko, born 1992, a member of the Right Sector extremist organisation, was arrested in Cherkessk. He was preparing a terrorist attack on the city prosecutor’s office and the military enlistment office.
On August 4, 2022, the Investigation Department of the Federal Security Service Directorate for the Karachayevo-Circassian Republic opened Criminal Case No. 12207910001000021 under Article 30, Part 1; Article 205, Part 2 (a); Article 282.2, Part 2 of the Criminal Code of the Russian Federation.
▪️ On August 24, 2022, I.Kursakov, born 1967, a member of the international terrorist organisation Azov, was arrested in Kaliningrad. He was implicated in preparing a terrorist attack by detonating an explosive device on the premises of the fuel and lubricants warehouse at the 702nd materials supply centre of the Baltic Fleet (military unit 45752), with the intention of intimidating the Russian population and making the Russian authorities to stop the special military operation on Ukrainian territory.
On August 24, 2022, the Investigation Department of the Federal Security Service Directorate for the Kaliningrad Region opened Criminal Case No 12207270001000027 under Article 30, Article 205, and Article 223.1 of the Criminal Code of the Russian Federation.
▪️ On August 25, 2022, underage citizen of the Russian Federation M.Borzenko, born 2006, supporter of the neo-Nazi extremist ideology of MKU (Maniacs: Murder Cult), was arrested in Rostov-on-Don for planning a terrorist attack by throwing an incendiary device to set fire to the military enlistment office of the Sovetsky and Zheleznodorozhny districts of the city.
On September 26, 2022, the Investigation Department of the Investigative Committee of Russia for the Rostov Region opened Criminal Case No. 12207120001000014 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On August 31, 2022, Russian citizen Andrei Yenyukov, born 2002, a supporter of the Ukrainian nationalist ideology, was arrested in Sevastopol for planning a terrorist attack on an oil facility in the city with the purpose of intimidating Russian people and making Russian Federation authorities stop the special military operation in the territory of Ukraine, and terminate their functioning in the Republic of Crimea and the City of Sevastopol.
On August 31, 2022, the Investigation Department of the Federal Security Service Directorate for the Republic of Crimea and the City of Sevastopol opened Criminal Case No. 12207350001670042 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On August 31, 2022, three Russian citizens opposing the special military operation in Ukraine were arrested in the city of Vyborg, Leningrad Region: Y.Zagurskikh, born 1969, the alleged leader; E.Voskresensky, born 1986, and E.Lagoida, born 1993. The group planned to carry out a terrorist attack involving setting fire to the military enlistment office building in Vyborg and the Vyborg District of the Leningrad Region.
On August 31, 2022, the Investigation Department of the Federal Security Service Directorate for St Petersburg and the Leningrad Region opened Criminal Case No 12207400001000069 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On September 21, 2022, Russian citizen Ramazan Murtuzov, born 1978, an agent of the Security Service of Ukraine, was arrested in the Bryansk Region for planning a terrorist attack against an oil and gas facility in the Volgograd Region. At the same time, S.Kuchurin, born 1968; A.Chernyayeva, born 1991; A.Akopyan, born 1977, and V.Usikov, born 1967, were arrested for providing assistance to Ramazan Murtuzov in his intention to illegally cross the border and to secretly move around the region.
The Investigations Directorate of the Federal Security Service opened Criminal Case No. 12207007701000065 under Article 30, Part 3; Article 205, Part 2, and Article 222.1 of the Criminal Code of the Russian Federation.
▪️ On September 22, 2022, Russian citizens I.Baburin, born 1999, and T.Orlov, born 2000, were arrested in Novosibirsk. They planned, under the instructions of unidentified individuals associated with the Ukrainian Azov battalion, to set fire to buildings of military commissariats in the Novosibirsk Region.
On September 22, 2022, the Investigation Department of the Federal Security Service Directorate for the Novosibirsk Region opened Criminal Case No 12207500001000047 under Article 30, Part 3; Article 33, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On September 24, 2022, members of the National Socialism/White Power, terrorist organisation Ilya Migachyov, born 2000, and Sergey Kopylov, born 2003, were arrested in Khrenovoye, Bobrovsky District, Voronezh Region, for planning to set fire to a local electrical substation.
On September 30, 2022, the Investigation Directorate of the Federal Security Service Directorate for the Voronezh Region opened Criminal Case No. 12202200045220014 under Article 30, Part 3, and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On September 27, 2022, Russian citizen V.Dilmukhametov, born 1993, was arrested in Perm. The suspect opposed the special military operation in Ukraine and planned a terrorist act by setting fire to the military enlistment office for the Industrialny and Dzerzhinsky districts.
On September 28, 2022, the Investigation Department of the Federal Security Service Directorate for the Perm Territory opened Criminal Case No. 12207570001000061 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On September 27, 2022, Russian citizen M.Chishkovsky, born 1980, was arrested in Vladivostok. Being an opponent of the special military operation in Ukraine, he was complicit in preparations of a terrorist act of setting fire to the Pervomaisky District military enlistment office.
On October 6, 2022, the Investigation Department of the Federal Security Service Directorate for the Primorye Territory opened Criminal Case No. 12207050001000128 under Article 30, Part 3, and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On September 30, 2022, Pavel Gladky, born 1988, a supporter of the pro-Ukrainian nationalist organisation Freedom of Russia Legion, was arrested in Stavropol for planning a terrorist attack by throwing an incendiary device at the military recruitment office.
On September 30, 2022, the Investigation Department of the Federal Security Service Directorate for the Stavropol Territory opened Criminal Case No. 12207070001100063 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On October 1, 2022, Russian citizen Ivan Kudryashov, born 1996, opposed to the special military operation in Ukraine, was arrested in Tver for planning a terrorist attack by setting fire to the city’s military enlistment office using an improvised incendiary device.
On October 1, 2022, the Investigation Department of the Federal Security Service Directorate for the Tver Region opened Criminal Case No. 12207280001075037 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On October 3, 2022, citizen of Russia A.Petrauskas, born 1998, a supporter of the Artpodgotovka terrorist organisation, was arrested in Krasnoyarsk for committing a terrorist attack of setting fire to the military enlistment office for the Sovietsky and Tsentralny districts.
On October 6, 2022, the Investigation Department of the Federal Security Service for the Krasnoyarsk Territory opened Criminal Case No. 12207040001000057 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On October 5, 2022, Russian citizen V.Rastorguyev, born 1963, was arrested in Nizhny Tagil. Opposing the special military operation in Ukraine, he planned to commit a terrorist act involving a bomb attack and setting fire to the military enlistment office of Nizhny Tagil and the Prigorodny District using the explosives he had in his possession.
On October 6, 2022, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 12207650001000048 under Article 30, Part 1; Article 205, Part 2; Article 30, Part 3 and Article 223.1 Part 1 of the Criminal Code of the Russian Federation.
▪️ On October 7, 2022, Alexander Bobrovitsky, citizen of Ukraine and Russia, born 1967, was arrested in Bryansk. At the instructions of the Security Service of Ukraine, he was planning a terrorist attack by detonating an IED targeting transport and industrial infrastructure.
On October 7, 2022, the Investigation Department of the Federal Security Service Directorate for the Bryansk Region opened Criminal Case No. 12207150001000037 under Article 30, Part 1; Article 205, Part 2, Para. A, and Article 222.1, Part 4 of the Criminal Code of the Russian Federation.
▪️ On October 9, 2022, a Russian citizen opposed to the special military operation in Ukraine, M.Asriyan, born 1996, was arrested in St Petersburg. He was planning a terrorist attack by setting fire to the buildings of the military enlistment offices in the Frunzensky and Moskovsky districts of the city.
On October 9, 2022, the Investigation Department of the Federal Security Service Directorate for St Petersburg and the Leningrad Region opened Criminal Case No 12207400001000079 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On October 11, 2022, A.Galeta, born 1982, was arrested in Perm. The suspect was preparing a terrorist attack on the Main Directorate of the Ministry of the Interior for the Perm Territory and a local defence company.
On October 12, 2022, the Investigation Department of the Federal Security Service Directorate for the Perm Territory opened Criminal Case No. 12207570001000064 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On October 12, 2022, Russian citizens S.Dudchenko, born 1987; K.Buzmakov, born 1986, and N.Murnev, born 1988, were arrested in Pyatigorsk. The suspects were planning to commit a terrorist act by setting fire to the city military enlistment office.
On October 15, 2022, the Investigation Department of the Federal Security Service Directorate for the Stavropol Territory opened Criminal Case No. 12207070001100067 under Article 30, Part 1 and Article 205, Part 2, Para. “a” of the Criminal Code of the Russian Federation.
▪️ On October 15, 2022, M.Popov, born 2001, and I.Khaimov, born 2003, were arrested in Nizhny Novgorod. The suspects planned to commit a terrorist act by setting fire to the Kanavinsky District enlistment centre, a local office of the regional military commissariat.
On October 15, 2022, the Investigation Department of the Federal Security Service Directorate for Nizhny Novgorod opened Criminal Case No. 12201220001000570 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On October 26, 2022, M.Nikitin, born 1975, was arrested in Yekaterinburg who planned a terrorist act by setting fire to the Kirovsky District military enlistment office and buses carrying new conscripts for the special military operation, citizens of the Russian Federation.
On October 26, 2022, the Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 12220001099000007 under Article 30, Part 1 and Article 205, Part 2 (a) of the Criminal Code of the Russian Federation.
▪️ On October 27, 2022, two Russian citizens, F.Zokirov, born 2004, and E.Sadygov, born 2004, were arrested in the city of Ufa, Republic of Bashkortostan. They were planning, under the direction of Ukrainian special services, to carry out a terrorist attack involving setting fire to the sectioning post Pravaya Belaya on the main track of the Kuibyshev Railway owned by Russian Railways, using fuels and lubricants.
On October 28, 2022, the Investigation Department of the Federal Security Service Directorate for the Republic of Bashkortostan opened Criminal Case No 12207920001000035 under Article 30, Part 3, Subparagraph A, and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On November 4, 2022, underage citizens of the Russian Federation Vladislav Romas, born 2005, and Alexey Ilchyuk, born 2006, were detained in Bely, Temryuk District, for planning a terrorist attack by setting fire to Section Switchbox No. 252 of the Taman Power Supply Division of Russian Railways (RZD) using an improvised incendiary device.
On November 4, 2022, the Investigations Department of the Investigative Committee of Russia for the Krasnodar Territory opened Criminal Case No. 12202030035000068 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On November 10, 2022, Russian citizen N.Dyakov, born 1980, was arrested in Troitskoye, Anivsky District. The suspect was planning terrorist attacks on instructions from Ukrainian special services by detonating an explosive device in the regional military enlistment office and Combined Heat and Power Plant-1 in Yuzhno-Sakhalinsk using an improvised explosive device.
On November 10, 2022, the Investigation Department of the Federal Security Service Directorate for the Sakhalin Region opened Criminal Case No. 12207640001000022 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On November 15, 2022, two underage Russian citizens, V.Dobrov, born 2006, and K.Iskhakov, born 2006, were arrested in the city of Oktyabrsky, Republic of Bashkortostan. They were preparing a terrorist act by detonating an improvised explosive device in the city’s military enlistment office.
On November 15, 2022, the Investigation Department of the Federal Security Service Directorate for the Republic of Bashkortostan opened Criminal Case No 12202800055000078 under Article 30, Part 1, Subparagraph A, and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On November 15, 2022, Russian citizen I.Podkamenny, born 2004, was arrested in the city of Irkutsk, Irkutsk Region, for plotting a terrorist attack involving setting fire to the military enlistment office in the region.
On December 21, 2022, the Investigation Department of the Federal Security Service Directorate for the Irkutsk Region opened Criminal Case No 12207250001000094 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On November 22, 2022, citizens of Ukraine A.Zhukovsky, born 1989; D.Sergeyev, born 1993, and Y.Akulova, born 1987, were arrested in Melitopol, Zaporozhye Region. They planned to commit terrorist acts on instructions from Ukrainian special services involving bombing attacks on places of large gatherings in the region.
On November 22, 2022, the Investigations Directorate of the Federal Security Service opened Criminal Case No. 12207007701000118 under Article 30, Part 1; Article 205, Part 2; Article 222, Part 4 and Article 222.1, Part 4 of the Criminal Code of the Russian Federation.
▪️ On November 23, 2022, Russian citizen V.Shinkaruk, born 1995, and Russian citizen A.Gaiduk, born 1990, were arrested in Belgorod, along with A.Kholodov, citizen of the Russian Federation, born 1986, who was arrested in Tyumen, the Tyumen Region. They were planning, on instructions from Ukrainian special services, a terrorist attack by detonating the South Stream gas pipeline in the Volgograd Region.
On November 22, 2022, the Investigations Directorate of the Federal Security Service opened Criminal Case No. 12207007701000113 under Article 30, Part 1; Article 205, Part 2; Article 204.4, Part 1; Article 205.4, Part 2, and Article 222.1, Part 4 of the Criminal Code of the Russian Federation.
▪️ On November 24, 2022, citizen of the Russian Federation Oleg Vazhdayev, born 1988, was arrested in Krasnodar, Krasnodar Territory, for planning a terrorist attack by using an incendiary device to set fire to the military enlistment office of the Zapadny and Prikubansky districts of Krasnodar.
On November 24, 2022, the Investigation Department of the Federal Security Service Directorate for the Krasnodar Territory opened Criminal Case No. 12201030050002976 under Article 30, Part 3 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On December 13, 2022, Russian citizen Danila Demchenko, born 1993, who opposed the special military operation in Ukraine, was arrested in Ivanovo for planning a terrorist attack involving setting fire to the city’s military enlistment office.
The Investigation Department of the Federal Security Service Directorate for the Ivanovo Region opened Criminal Case No. 12207240001000069 under Article 30, Part 1 and Article 205, Part 1 of the Criminal Code of the Russian Federation.
▪️ On December 18, 2022, A.Glazunov, born 2000, and D.Kalashnikov, born 2001, were arrested in Yekaterinburg, Sverdlovsk Region. They planned a terrorist attack on the Panelnaya power substation, which supplies the city’s infrastructure with electricity.
The Investigation Department of the Federal Security Service Directorate for the Sverdlovsk Region opened Criminal Case No. 12207650001000056 under Article 30, Part 3 and Article 205, Part 2 (a) of the Criminal Code of the Russian Federation.
▪️ On December 19, 2022, M.Balabanov, born 2002, was arrested in Nevinnomyssk, Stavropol Territory. Opposed to the special military in Ukraine, he plotted a terrorist act by setting fire to the enlistment office of Nevinnomyssk and the Kochubeyevsky municipal district.
The Investigation Department of the Federal Security Service Directorate for the Stavropol Territory opened Criminal Case No. 12207070001100090 under Article 30, Part 1, and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On December 26, 2022, Russian citizens Murat Shadov, born 1982, and Timur Marshenkulov, born 1977, who were planning a terrorist attack by detonating the military enlistment office of the Chegem Municipal District, were eliminated in an armed clash in Nalchik.
On December 26, 2022, the Investigation Department of the Federal Security Service Directorate for the Republic of Kabardino-Balkaria opened Criminal Case No. 12207830001000047 under Article 30, Part 3 and Article 205, Part 2 of the Criminal Code of the Russian Federation.
▪️ On December 29, 2022, citizen of Ukraine A.Martsenyuk, born 1979, was arrested in Stavropol, Stavropol Territory. The suspect planned a terrorist act on instructions from Ukrainian special services involving setting fire to the city enlistment office.
