Due to population growth in the country, the construction of new housing estates, the expansion of cities and settlements, there is a necessity to create guaranteed sources of funding for the dramatic improvement of water supply systems, modernization and rapid development of water intake facilities, water pipes, pumping stations, distribution nodes and water supply networks. Bearing it in mind, Fund for water supply and sewerage systems development under the Ministry of Finance (hereinafter - the Fund) was established in accordance with the Decree of the President of the Republic of Uzbekistan dated April 20, 2017 No-2910 "On the Program of integrated development and modernization of drinking water supply and sewerage systems for 2017-2021".

Organization of timely financing for the implementation of approved programs on amelioration of drinking water supply and sewage water systems, preparation of proposals regarding the volume and source of funds for the formation of investment programs are defined as the primary tasks f the Fund.

Based on these tasks, a number of measures were implemented in 2019 at the expense of the Fund. Additionally, an action plan to be implemented in 2020 was approved.

In the framework of the Investment Program for 2019, approved by the Decree of the President of the Republic of Uzbekistan dated December 19, 2018 No-4067, 1.1 trillion sums will be allocated from the Fund to improve drinking water supply and sewerage systems in the country.

Furthermore, in accordance with the instructions given by the President of the Republic of Uzbekistan during his visits to the regions in 2018-2019, as well as the relevant decisions and orders of the Cabinet of Ministers, additional 635 billion sums were allocated in 2019.

In the framework of the allocated funds, 1,664 billion sums were allocated for construction and installation works as of January 1, 2020.

Within the framework of the investment program for 2019 and within the framework of "Obod qishloq" and "Obod mahalla" programs in 150 and 165 resident areas respectively works to construct and renovate 477 drinking water and 8 wastewater facilities were carried out, 4 681 km long drinking water pipelines and 215 km long waste water pipelines were laid out.

As a result, by January 1, 2020, the level of drinking water supply to the population of the Republic increased from 68 percent to 70 percent.

In particular, within the Investment Program for 2018-2019, 51 billion sums were allotted from the Fund for the project “Water supply of Boysun district center and rural settlements from the “Xojamayxona” spring” in Surkhandarya region and the facility started operating. Also, More than 50,000 people living in the center of Boysun district and adjacent rural settlements were provided with clean drinking water.

Within the framework of the investment program approved by the Decree of the President of the Republic of Uzbekistan dated January 10, 2020 No-4565, 1277 billion sums were allocated from the Fund for construction and reconstruction of 120 water facilities and 3,400 km of drinking and sewage networks.

Allocations from the Fund include:

-      to the Ministry of housing and communal services – 945 billion sums;

-      for the improvement of drinking water and wastewater systems within the framework of the projects “Obod qishloq”and “Obod mahalla” - 152 billion sums;

-      for the construction of drinking water systems for sample houses built on the basis of a commission by the JSC “Qishloq qurilish invest” - 102 billion sums.

In addition, the finances amounting 78 billion sums are also considered for subsidizing the share of the Republic of Uzbekistan in investment projects with international financial institutions participation.

These funds will be allocated in 2020 to provide the population of more than 650 thousand people with centralized drinking water supply, to increase the level of supply by 72 percent and to provide more than 75 thousand people with sewage treatment services.

In addition, according to the Decree of the President of the Republic of Uzbekistan dated March 19, 2020 No. 5969 “On immediate measures to mitigate the negative impact of the coronavirus pandemic and the global crisis situation on the economic sectors”, finances amounting 500.0 billion sums will be allocated for the improvement of water supply and sewerage systems as an addition to the Investment program for 2020. A list of infrastructure projects is being formed.

Today, for the fulfillment of the targeted programs 151 billion sum finances were allocated as an advance fund agreed upon with the Ministry of Finance.

It should be noted that for the first time in the history of the Republic of Uzbekistan in the framework of investment programs for 2019-2020 major projects are being implemented in Kashkadarya and Jizzakh regions from the state budget, including:

-      A project to build a 77 km "Aksuv – Dehkanabad" water pipeline and "Aksuv" water intake facility in Dehkanabad district is being implemented in order to ensure quality drinking water supply for the residents of Dehkanabad district of Kashkadarya region

The total cost of the project is 205 billion sums, of which 131 billion sums have been disbursed so far. Construction and installation work is underway at the facility.

This project is aimed to provide more than 106 thousand people living in the Dehkanabad district center and 15 villages with clean drinking water.

The project “Improving the system of drinking water supply in Jizzakh region through the use of water from the Zarafshan River” is being implemented according to the Decree of the President of the Republic of Uzbekistan dated May 4, 2018 №-3695 with the aim of covering more than 500 thousand inhabitants of Jizzakh region such as Bakhmal, Gallaaral, Sharof Rashidov, Pakhtakor, Dustlik, Mirzachul districts with centralized quality water supply.

The total cost of the project is 457 billion sums, of which 153 billion sums have been disbursed so far. Construction and installation works are underway at the facility.
