I would like to start this article by telling you: the Passive Voice isn’t as difficult to use as you might think. I actually feel quite sorry for this poor structure as it is hated by so many learners.
All you need is a good command of the verb ’to be’ and to know your past participles to make beautifully elegant sentences using the Passive Structure.
When it’s NOT important or unknown WHO has done something.
If you would like to add WHO has done a certain thing – keeping in mind that it is still not the most important or emphasized part of your sentence -, you’ll have to use ‘by’:
Sometimes we use it when wanting to sound diplomatic or to avoid taking responsibility for something:
Boss: Have you finished the report?
Me: No, it hasn’t been finished yet. (note: I didn’t say it was ME who hasn’t done it, so it’s not really my fault)
Let’s look at the verb ’to be’ first- it can take many forms depending on the time aspect you want to express:
›› Present Continuous: am being / is being / are being
›› Present Perfect: has been / have been
›› Past Continuous: was being / were being
›› ’going to’ Future: am going to be / is going to be / are going to be
›› With modals: can be / should be / must be etc.
This is followed by the 3rd form of a verb: the Past Participle . For example, done / built / painted / directed .
Below you will see examples for each time aspect, together with their ‘active’ equivalents.
Notice how the Past Participle sent remained the same in all the above sentences. What changed was the verb ‘to be’. So, just remember to choose the correct form of ’be’ and to always use the Past Participle after that.
To make questions using the Passive Voice, you’ll just have to change the word order in the sentence, as you would normally do when using the verb ’to be’.

›› Has it been … ? Have they been … ?
›› Was it being …? Were they being … ?
›› Had it been … ? Had they been … ?
›› Is it going to be …? Are they going to be … ?
›› Will it have been … ? Will they have been … ?
And finally, the negative form . I’m sure you’ve guessed it: it’s the verb ‘ to be ‘ that has to be negative and the Past Participle remains the same .

100,000 members of the Communication Workers Union (CWU) are set to walk out after calling for a “dignified, proper pay rise” in an ongoing dispute.
The union has descrobed the walkout – which includes four dates in two weeks – as the biggest strike of a summer which has featured action in sectors such as rail , telecoms and the legal profession .
Here’s everything you need to know about how postal services are being affected during the strikes and when they are happening .
Royal Mail says it has ” well-developed contingency plans, but they cannot fully replace the daily efforts of its frontline workforce”.
This means that major disruption to postal services is inevitable on all planned strike dates.
For most people, the most significant impact of the walkout is that Royal Mail will not be delivering any letters on these days, except for those sent by Special Delivery.
Special Delivery parcels will also be prioritised , although Royal Mail adds: “However, we cannot guarantee delivery of all items by 9am or 1pm next day.
“We will therefore suspend the next day guarantee for items sent the day before, during strike action and until our services are back to normal.
“Customers will not be able to claim compensation for items which are delayed during this period.”
Royal Mail has also promised to “prioritise the delivery of Covid test kits and medical prescriptions wherever possible” when strikes are taking place, alongside other Tracked24 parcels.
Any items posted in postboxes or Post Offices the day before, during or following strike dates are likely to be subject to delays.
The majority of Post Offices are expected to be open on the dates walkouts are talking place, although a small number will be affected by the CWU action.
Royal Mail has pledged to increase its network capacity and devote additional resources to ensure services return to normal following strike days.
Postal deliveries – and collections from businesses, Post Offices and post boxes – are set to resume the day after each strike takes place.
The Royal Mail strike on Friday 26 August is the first of four, with the full dates below:
Regarding the dispute that has sparked the action, Royal Mail has said that the CWU union rejected a pay rise offer “worth up to 5.5 per cent” after three months of talks.
The union is demanding a rise more in line with inflation, which is currently at 9.4 per cent and is expected to reach 13 per cent later this year.
Dave Ward, CWU general secretary , said: “Nobody takes the decision to strike lightly, but postal workers are being pushed to the brink.
“There can be no doubt that postal workers are completely united in their determination to secure the dignified, proper pay rise they deserve.”
He added: “The CWU’s message to Royal Mail’s leadership is simple – there will be serious disruption until you get real on pay,” he said.
Ricky McAulay, operations director at Royal Mail, accused the union of failing to engage in “any meaningful discussion” after months of talks.
“The CWU rejected our offer worth up to 5.5 per cent for CWU grade colleagues, the biggest increase we have offered for many years,” he said.
“In a business that is currently losing £1m a day, we can only fund this offer by agreeing the changes that will pay for it.”
