The Rivington Street Regeneration: A Progress Report

The Rivington Street public realm improvement project, approved by the London Borough of Hackney in 2022 with an implementation target of 2023, is currently 60 percent complete, which the Council describes as "on a revised schedule reflecting the programme adjustments required during implementation" and which the residents and business owners who use the street describe with less formal vocabulary. The 60 percent complete figure represents the northern section's completion and the southern section's ongoing work, which is scheduled for completion in the next two quarters. What the completed 60 percent has produced: the widened pavement on the northern section is better than what it replaced; the new street furniture is functional if not visually distinctive; and the planting scheme has produced the greening effect that the original design intended. The completed section is an improvement. The incompleteness means that the street currently runs through a transition between improved and unimproved sections that neither residents nor visitors find optimal. The Analysis

The Council's project management reflects the general pattern of Council-led public realm improvement: design and approval that is thorough and produces good plans; implementation that takes longer than the plans project due to procurement, contractor management, and site condition complications. The Rivington Street project will be complete when it is complete. It will be worth the wait.
