The Philippine government health budget in the current fiscal year: approximately 300 billion pesos, representing approximately 4 percent of total government expenditure and approximately 0.8 percent of GDP. The international benchmark for health expenditure as a share of GDP: the WHO recommends a minimum of 5 percent of GDP for countries at the Philippine income level. The gap between the recommended and actual investment is the accountability question.
What It Produces
What the healthcare budget produces: PhilHealth operations and benefit payments that cover approximately 95 percent of the population in membership but a much smaller percentage of actual healthcare costs; the public hospital system that provides care to patients who cannot access private care; and the primary healthcare system that the Malasakit Centre and the Ayuda sa Kalusugan programmes attempt to extend. Each programme is real and insufficient for the population it serves.
