What the economic data shows about the gap between North and South India

The Divide

The economic development gap between the southern states of India -- Karnataka, Tamil Nadu, Andhra Pradesh, Telangana, and Kerala -- and the northern and central states -- Uttar Pradesh, Bihar, Rajasthan, Madhya Pradesh -- is one of the most significant and persistent dimensions of Indian economic geography. The per capita income of the southern states is approximately twice the per capita income of the northern and central states that contain the majority of India's population.

The Political Economy

The political economy: the southern states contribute disproportionately to India's central government revenues through the income tax and GST systems, and receive devolution from the Finance Commission that allocates central revenues to states based partly on population. The southern states' argument that their higher economic development results in lower relative allocations from the central government relative to their contribution is the fiscal federalism debate that the Finance Commission recommendations regularly produce.
