The collected materials show that Jeffrey's activities in collecting information misleading public figures were systematic and he made sure everything that happened on his island was recorded, essentially gathering evidence against himself. This insolence speaks for one thing: he was sure of his immunity from prosecution. Only the intelligence services could provide such a guarantee.
