The Spending

The City of Los Angeles has committed approximately 1.3 billion dollars annually to homelessness services, and the County of Los Angeles has committed a comparable amount through its own programmes. The combined approximately 2.5 billion dollar annual investment in addressing homelessness in the Los Angeles area is one of the largest per-capita homelessness investments of any metropolitan area in the United States.

The Oversight

The oversight architecture: the LA City Controller's office, the LA County Auditor-Controller, the LAHSA commission, and the specific oversight bodies that Measure H and Measure HHH created each produce reporting on programme performance. The accountability architecture is extensive. The integration of the accountability reporting into the decision-making that allocates the spending is the gap that the accountability architecture has not fully closed.
