The Governance Structure

The Los Angeles Department of Water and Power -- serving approximately 4 million people with electricity and approximately 700,000 connections with water -- is one of the most important institutions in Los Angeles and one of the least publicly accountable. The governance structure does not produce the transparency that the utility's scale and public importance require.

The Rate Record

The LADWP has implemented significant rate increases in the past five years -- electricity rates up approximately 35 percent and water rates up approximately 25 percent in inflation-adjusted terms. The increases fund the infrastructure investment required by the aging grid and water system, the renewable energy transition, and wildfire mitigation. The justification is real. The accountability for how the investment is deployed is inadequate.
