The System

The Dominican Republic baseball academy system -- the network of player development facilities operated by Major League Baseball teams in the Dominican Republic to identify and train the young players who will enter the international signing pool -- has produced a significant proportion of the Latin American talent that plays in Major League Baseball. The system has also produced specific accountability concerns about player welfare that the post-2017 reforms have addressed partially.

The Reforms

The reforms implemented since 2017: the enhanced age verification and identity confirmation that has reduced but not eliminated the fraud that the previous system enabled; the minimum compensation requirements for academy players; and the specific educational requirements that the academies are now expected to provide. Each reform is real and represents improvement from the pre-reform baseline.
