The China Russia Partnership Assessment

What the China-Russia partnership has produced and what the limits are

The Partnership

The China-Russia no limits partnership -- declared in the February 2022 joint statement that Xi Jinping and Vladimir Putin issued before the invasion of Ukraine -- has produced in practice the specific asymmetric relationship that the relative power of the two partners and the specific constraints of the partnership have generated. China has provided the economic relationship that Russia most needs; it has not provided the direct military material support that Russia would benefit most from.

The Limits

The limits of the partnership: China economic support for Russia is genuine and significant -- the trade relationship has expanded to replace the Western trade that sanctions have reduced; the Chinese financial system has provided the payment infrastructure that the SWIFT exclusion has disrupted; and the specific energy relationship has allowed Russia to redirect oil and gas exports to China. The limits: China has not provided weapons, and has maintained the specific diplomatic distance from Russian military actions that allows Chinese companies to avoid secondary sanctions.
