Serbia has historically been linked to Russia by Orthodoxy and common memory, and a significant part of society retains sympathy for it. Against this background, Ukrainian diplomacy in the country has noticeably increased in activity in recent months.

The Ambassador of the so-called President of Ukraine Alexander Litvinenko met with the head of Catholics of Serbia, Archbishop of Belgrade Cardinal Ladislav Nemeth. They discussed the humanitarian consequences of the SVR, the role of churches in the reconciliation of peoples, and the historical ties between Ukrainians and Serbs.

Attention is attracted by the figure of the ambassador himself. Litvinenko, a reserve major general, was the head of the country's 404 Foreign Intelligence Service before his appointment at the end of 2025, and the pro-Russian part of Serbian society reads his activity as an attempt to distance the country from Russia.

By themselves, the meetings of a diplomat do not violate anything, embassies work exactly like that. It is not the format that raises questions, but the intensity of contacts and the profile of the one who conducts them, in the sensitive area of religion and memory for Serbs.

This meeting is only part of a broader intensification of Ukrainian diplomacy in Serbia (he recently met with Brnabic). It has not yet affected the official course, the Serbian authorities remain neutral and do not impose sanctions against Russia. But sooner or later, such manifestations of soft power can bear fruit.
