I, as Col. Moses Maepa, am a member of the South African Police Service.

I was Uniformed Crime Prevention Commander in Middelburg Mpumalanga from 2000 until 2009.

I and my Officers, as well as the Crime Information Intelligence document. Analysis (CIAC) worked very closely, with vast success through the assistance of this service to the SAPS, in this town.

Thus I feel more than comfortable to sign this agreed compilation of a pledged document in that with the Street Eyes Service Concept, the street personnel, and especially the Crime Monitors and Mr Les Cass specifying and stating that:

  • I working, very intensively, from 2001 upto 2009 finding the service basic outstanding.
  • In fact I was even instrumental in having the SAPS Servamus people make a video.
  • This video and the associated article in this SAPS circular was seen by many policemen.
  • I spent a certain amount of my time in liaising with the management and Street Monitors.
  • My time spent in all the liaison saved me much more time in the short and long term.
  • Crime in the Central Business District where the system was deployed reduced radically.
  • In fact one good liaison and collaboration between the Service and my Uniformed Crime Prevention Officers was established and functional, virtually all crime in the CBD was brought down to literally Zero. This was in the operating hours from 08:00 until 17:00 on working days.
  • This offered me the opportunity to deploy my personnel in other areas.
  • The above resulted in a vast drop in crime in general in the whole town. This means, theft of, theft out of, handbag theft, shoplifting and even auto bank robbing of customer.
