This post is based on the contents of Italian articles from wired.it and secoloditalia.it, the insights of twitter user @mirapluie and other internet sources. Word-for-word translation was not used and offensive terms have been translated.
A wired.it article published on January 23rd 2019 by Luca Zorloni, explored Telegram’s secret chats where photos and videos of minors are being shared without consent and discussed for perverse reasons. These chats use techniques to keep themselves undiscovered such as encryption and implementing invite-only access to the chats.
Although numerous chats have been closed following reports, back up and new channels have been emerging with similar names. This includes the chat “Stupro Tua Sorella 2.0” which was recently closed in 2020.
Considered one of the most popular Telegram porn chats in Italian at the time, “Canile 2.0”, had over 2,300 members and had been active since 2016. Translated from Italian, “canile” means kennel or doghouse.
A message from the Canile 2.0 chat written by a user, Danonymous, responded to the pinned “manifesto” of the group reads:
“Excuse me if I say this but why are these pain in the ass moralists bothering us with their bullsh*t?.. this can’t be done, that is illegal.. f*ck off! Telegram exists to do everything that is illegal and perverse, to give freedom to be “pigs” .. everything that’s censored outside, we do it here! Otherwise go on Facebook where everything is censored. Women are just meat to f*ck and rape, thats all. […] Get out of here, f*ggots!”
The group administrator, Maurice, soon after replied with his support: 
“I agree with everything you said, yes, let’s rape all them sl*ts! “.
These chats were discovered after digital activist Silvia Semenzin, of Insieme in rete, and Valerio Mazzoni, an expert in monitoring secret online activities, investigated revenge porn chats on Telegram in January. Eventually, through an online forum, they discovered Canile 2.0 and were accepted into the group with no questions asked.

Other revenge porn Telegram chats contain derogatory and offensive words in their names such as “bitches”, “sluts” and “hoes”. One group, seen in the photo above, is named “Sputtanare troie in anonimo” which translates as “F*cking sluts in anonymous”.

The telegram chat “Stupro Tua Sorella 2.0” or “Rape Your Sister 2.0”, had almost 50,000 members and was used to spread images of incest, violence as well as messages praising rape and intentionally murdering females, otherwise known as femicide. This chat has since been closed however, many alternatives have emerged instead.
Images and videos shared in Canile 2.0 include those of minors, women partaking in intimate moments, screenshots from social media profiles, girls being immortalized in public and private places unknowingly, and sexual violence. The shared contents were created and/or shared without the consent and permission of the females in the photos and videos.
Users in these chats write about their violent fantasies involving women, discuss rape drugs and encourage the release of person information and harassment of these females. These revenge chats involve doxxing or sharing material and information such as names, locations and personal numbers of exes to target them for harassment. As a result, the targeted females face numerous threats and insults. Chats that focused on targeting a single woman also exist. Other chats such as “Le Cagnette“, meaning “The Dogs“, exist for the sole purpose of sending “hot photos of your friends”.
The encouragement of rape was highlighted when user Mariolino shared an article on a 17 year-old girl in Rimini being filmed as she was raped. Alongside sharing the article, Mariolino wrote “When will this video be on our (chat) channel?”. User N replied “Lol. No mercy”.
Italy does not have a law against revenge porn. However, they do have laws against posting and sharing photos online without consent. According to an article from wired.it, this offense coupled with the act causing damages, is addressed in article 167 of the Italian Privacy Code, resulting in an imprisonment sentence of up to three years. If the photo is a minor, the offense is punishable with one to five years of imprisonment and a fine from 2,582 to 51,645 euros. For stalking, which occurs as a result of these chats, the actions can be punishable by six months to five years in prison.
Telegram’s option of secret chats feature “end-to-end encryption, leave no trace on [their] servers, support self-destructing messages and don’t allow forwarding“. Additionally, when users delete their own message, it is also deleted from the conversations of other people in the secret chat. All together, these attributes allow for anonymity and make traceability difficult.
Following Telegram being used by ISIS and organized crime groups, they have taken measures to ban ISIS content. However, other areas of concern are not included. On Telegram’s FAQ, when addressing the question “There’s illegal content on Telegram. How do I take it down?“, the answer provided is the following:
“All Telegram chats and group chats are private amongst their participants. We do not process any requests related to them.
But sticker sets, channels, and bots on Telegram are publicly available. If you find sticker sets or bots on Telegram that you think are illegal, please ping us at abuse@telegram.org.

Contrary to the FAQ, the recently discovered chat “Stupro Tua Sorella 2.0” was closed by Telegram following numerous reports.
In just a little over a year, the controversy following these telegram porn chats have re-emerged. It seems to be clear that this is an ongoing battle for the Italian people.
Moving forward, Italy has the option to address this issue by implementing new and/or stricter laws. Following other countries, Italy can issue a ban on the use of Telegram to remove the platform of the perpetrators. Having in mind the current affairs in Italy, it may take some time before action can be taken.
It seems that implementing harsher restrictions would go against Telegram’s selling point of security and non-traceability. Explicitly restricting users in the form of rules, policies, or chat guidelines will be unlikely. However, similar to this recent case, there is a possibility that action will take place when illegal behavior is brought to their attention.
