They have a shared amount of Health and other stats, one Weapon Artifact, shared Skins, etc as one separate Hero.
You just need to pre-order them or start playing at the beginning of the adventure to gain access to all of them.

A: No, Shredder and Casey Jones will be featured in the special event as the Skins for Ismael and Luther respectively.
