SINGAPORE: A 17-year-old boy who had sex with his younger sister after frequenting pornographic websites was on Wednesday (Aug 8) sentenced to 21 months' probation and 180 hours of community service.
The teenager - who cannot be named to protect the identity of the victim - sexually assaulted his sister in 2013, when she was 10. The boy was 12 years old at the time of the crime.
The court heard that the boy was exposed to pornography in 2013. Although he was initially disgusted by it, he soon became more interested and began surfing pornographic websites, court documents said. He eventually felt the urge to simulate what he saw on those websites.
In September 2013, the boy became aroused after watching a television show with a bedroom scene.
He summoned his sister, who was alone with him in the flat, and told her he wanted to "try something with her".
He threatened to tell their parents about her mobile phone usage if she did not comply. He proceeded to penetrate her without a condom, stopping only when she complained of pain.
Their parents subsequently found out that the boy had touched his sister’s private parts on several occasions. They did not lodge a police report, but since 2014, both children had been seeing a counsellor from the Counselling and Care Centre.
BOY MOVED TO STAY WITH GRANDPARENTS
Arrangements were also made for the boy to move to his grandparents’ home so as to keep him away from his sister. After six months of counselling, he was assessed to have reintegrated well and allowed to move back home.
However, in August 2016, the boy started watching pornography again "due to the stress he felt over his studies". He asked his sister, then 13, into his bedroom and molested her.
That same month, his mother told the counsellor that her son had continued to commit sexual offences against her daughter.
The matter was referred to the Child Protective Service of the Ministry of Social and Family Development, and a police report was made in April 2017.
The boy pleaded guilty in June to one charge of sexual penetration of a minor under 16 and one charge of outrage of modesty.
Six other charges of molesting and having sex with his sister were taken into consideration for sentencing.
PROSECUTOR ASKS JUDGE NOT TO ALLOW ACCUSED TO STAY IN HOME WITH YOUNG GIRLS
District Judge May Mesenas sentenced the teenager to 21 months' probation. He also has to perform 180 hours of community service and undergo counselling and psychological treatment.
Additionally, an Internet filter service must be installed on mobile communication devices used by the accused, so as to allow his parents to monitor his Internet usage.
Deputy Public Prosecutor Marshall Lim also asked the judge to include in the court order that the boy should not live in a household with any females under the age of 16.
"The offences he committed against his sister - she was a ready and available target," said Mr Lim. "We have to cut off the availability of any victims for him to prey on."
The judge agreed. She also ordered that any future contact between the teenager and his sister be supervised by an adult.
When asked if he had anything to say, the accused, who was unrepresented, said he was very regretful and asked for a second chance.
"Do you really understand and treasure this chance? Because you have committed a very serious offence against your only sister, your younger sister, and threatened her," said the judge. "I really hope that she can heal from this. The parents are in a most difficult situation."
Speaking to the boy's parents, the judge said that they would need to go for counselling as a family.
Turning to the boy, she said: "You have to respect women. And I think you have to respect your mother as well, (judging from) the way you speak to her."
For sexual penetration of a minor under 16, the teenager could have been jailed up to 20 years and fined or caned.
For molesting his sister, he could have been jailed for up to five years, fined, caned, or given any combination of these punishments.

Children of ten are regularly having sex, and sending explicit pictures of themselves to classmates when they reach their teens.
Boys routinely send pictures of their genitals to girls as young as 13, who agree to boyfriends’ demands to send revealing snaps of themselves or even be pictured carrying out sex acts.
Rather than use a picture of themselves, some girls trawl for child pornography online to find images to send instead.
Child abuse investigator Det Insp John Geden said: ‘We are seeing children engage in sexual activity much younger. We now see junior school pupils have sex with one another quite regularly. Girls of ten are having sex.’
The problem was highlighted in a survey carried out among year 9 pupils by Michelle Barry, who works with youngsters as part of a Southampton rape crisis project.
She said: ‘I was gobsmacked when I asked a class of 13-year-olds if they had ever sent naked pictures of themselves and not a single hand did not go up.
‘What is most worrying is the fact young people do not identify this as a problem. For them, it is part and parcel of school life.’
Mr Geden, from Hampshire Police, said: ‘It is a serious problem we are faced with and it is a hidden problem because we do not truly know the full extent of it.’

I would definetly speak to someone about this as it is very serious.
This is wrong and you should def report this. Even when i was 14 (i was sexually active) it would have been wrong to do this!! I would go to the school and speak to them and let them deal with it as you may be getting too involved if you go to the parents. My OH lost his V at 10yrs old to his babysitter and i think it is gross, great for him in a strange way as he was a boy and they were aware of sex at that age but i think the babysitter should of been locked up (she was over 16) and STILL think she should be reported as it was and still is child abuse. He wont tell me her name (not that i would report her, should be him as he is 36 now!). What would concern me more than anything is the fact this girl wants a baby therefore wont be using contraception and i dont think the boy is mature enough to comprehend what this means. Hi Freda, I am not sure what the ins and outs are regarding the legal aspect of this, but is is wrong and is a child protection issue if true. Both of these children are at a serious risk. I would report the incident, you might want to seek advice from an organisation such as the NSPCC first but then I wouldn't hesitate but to contact social services. I agree that there is a very good chance the girl is just making things up- we know all teenagers do that, and all did it ourselves when we were younger, but I also agree that you should report it, just on the chance that it is true as it's a very serious matter. Maybe it will scare some sense into her.

Don't involve the school- this is not a school issue- unless it is occurring at school This is an incredably serious matter- and needs investigating correctly immediately. Social services need calling, not a wishy washy chat with school. You must act, this is child abuse.

I can't imagine many girls making up that they have had sex with a 10 year old boy tbh, I wouldn't think it was something to big yourself up about, but then maybe things have changed a bit since I was at school. It was never 'cool' to be going out with someone younger, especially that much younger. If you were to say it was a 14 year old boy and a 10 year old girl,I wouldn't think twice about ringing ss and I think it should be the same the other way around. If true, that girl obviously has issues and is abusing the boy who could be emotionally scared for life, just having sexual encounters at that age, never mind being a dad.

Do you know the parents of either child, maybe it would be better to go to one of them instead, as they more than likely don't know what is going on, they might even be actual able to stop it going on and you wont have to get too involved the parents might not take to kindly to someone setting social services on to them without having had the chance to sort this out themselves, yes both children involved are underage and what is going on does need to be stopped but to be honest the police wont be able to get a prosecution out of this because I bet the kids will just clam up. Also is your daughter close to this girl, has the girl only told your daughter because the backlash that will happen, going to the police and social services, will more than likely be directed at your daughter from the girl and her other school friends. If you are going to report it then be prepared for some kind of fallout directed at you and your family.

A 26-year-old male house help, Chinedu Obi stunned detectives at the Gender Unit of Lagos State Police Command, Ikeja, last week when he confessed that he had been sleeping with his employer’s 10-year-old twin girls since 2019 after offering them N200.
He stated boldly that he dedicated his whole life to his job without having an opportunity to befriend other girls and that was why he pounced on the primary five twins.
The Imo state born house help was arrested on June 16, 2020 after the mother of the twins suspected foul play when she returned from the market and overheard the twins fighting over how to share the N200 he gave them after sex.
She told the police that after much pressure, her daughters confessed to her that the suspect who was her sales boy had sex with them on different occasions. She lamented that she treated the suspect as part of the family which was why he became close to her children.
“My name is Chinedu Obi. I am 26 years old from Umuaka in Imo state. Sometime in 2018, I relocated to Lagos in search of greener pasture. Luckily, I met one Calabar woman who owned a restaurant at Soluowu Street in Surulere area, Lagos.
“She employed me as a sales boy and the agreement was that she would pay me N400 everyday and feed me. I would resume work at 6 am everyday and close at 8pm.
“My whole life was dedicated to that job and I did not have the opportunity of making friends with any woman. I am a man with needs, that was why sometime in June last year, I decided to try my luck with my madam’s daughters.
“They used to come to the shop to stay after school and during this coronavirus period, they were always around. It all started sometime in June last year while they were in primary 5.
“I was so close to the family that the children were free with me and took me as their elder brother. One day, they came straight to the shop, and one of the twins, not minding that I was there, removed her school uniform and changed into another one.
“That was when the devil took over my senses. I had not had sex for so long, so I was moved. I waited for an opportunity when she was alone and told her that I would be giving her plenty of money if she would allow me to have sex with her.
“I was surprised that she agreed without making noise. We quickly did it in one corner after which I gave her two hundred naira. I was shocked when her twin sister came to me and pulled up her dress.
“She said that I should do the same thing because she also wanted her own money. I had no choice but to also have sex with her for fear that she would tell her mother. All I did was to always divide the money into two and gave them.
“I even wanted to stop when my madam started suspecting that I was having sex with her daughters. The twins started bleeding and I did not understand what was happening to them. I thought it was because of the sex and asked them to use tissue paper to clean the blood.
“My mother only gave birth to boys. When their mother noticed the blood, she was surprised because they were only ten years then. She confronted them but they kept quiet and she warned me to stop if that was the case.
“I denied it and the matter ended there. I actually stopped till the twins started throwing themselves at me again. Their mother would not give them money so they were always coming to me.
“I became very careful because I knew that they could get pregnant and I used to give them one drink to prevent pregnancy.”
“While were at it, the mother did not catch us because the twins were working together. I could only have sex with them in the shop and what we normally did was that one of them would be watching while we were doing it.
