Teargas Leak in Tuen Mun? - Analysis by Citizen

These are the relevant information on tear gas related incidents in TuenMun residential neighbourhood in Hong Kong.


1. In 1997, Hong Kong police force held an operation drill in Castle Peak which led to large number of residents in Tin Shui Wai reported feeling sick. The myth of "living far away and with mountain range to block away the toxic smoke" does not hold up.


2. The Tuen Mun Home Affairs Office issued a notice to the housing estates in the district that the People's Liberation Army (PLA) Hong Kong Garrison would exercise drills during 1 Oct to 31 Oct 2019. Yet, the PLA has not responded to the inquiry from MingPao newspaper.


3. After the incident in 2019, police denied the accusations of using teargas and the Fire Service Department could not identify the source either. But they had not asked the PLA Hong Kong Garrison nor mentioned PLA in the joint press conference.


4. On 30/10/2019, the air is blowing from North to Northwest direction, which the Castle Peak Firing Range is exactly in the northwest region of the affected area. The toxic gas can move along the 240m high rifts and pass through the valleys and reach the residential area, including Leung King Estate, Kwong Shan Tsuen, and Tai Hing Estate, which was very similar to the incident in 1997.


5. Castle Peak Firing Range is the main training facility of the PLA HK Garrison, multiple large scales drills with live rounds and armfire were exercised in 2016 and 2017. The information can be access online.


6. The police were questioned by the press in the end of October 2019 about the safety of the newly purchased teargas from China. The spokesperson replied that each lot will be tested before deployment.


7. It has not been known that the police own any indoor facility to test for teargas, which testing outdoor is the most reasonable and possible hypothesis. The Castle Peak Firing Range is the one farthest away from any residential areas, and is most likely to have drills there.


8. "Stop Violence and Restore Order" is the upmost important instruction from Beijing China, it is believed that the PLA Garrison would work with the Hong Kong Police.


9. The test result was clear - the toxic chemicals remained intense and could affect lives distance away. The pet farms in Kwong Shan Tsuen coincidentally demonstrated an animal test. The toxins might not to be teargas, it could be a newly developed chemical weapons for mass control.

P. S. The former Hong Kong Observatory director is an intelligent researcher. He calculated the upper wind current path but didn't identify the police firing range. Others started to suspect the PLA. (Smart move!)
