A new FAQ was posted today with big changes in the taboo list: https://www.fantasyflightgames.com/en/news/2020/10/15/peer-b... To make the taboo list changes easier to read, I tried to put the cards changes in pictures. Let's see if it is more convenient.

Regarding the Winchester, it should be noted that you don't necessarily need to be Jim to trigger the effect with a skull. There are several scenario where the skull value might be 0 depending on the conditions. Regarding Quick Thinking, while indeed nothing prevents to commit multiple copies of it to a skill test. The "Max once per round" would allow only one of them to grant the extra action, since unlike "Limit", "Max" is not card specific.
This is great. I'm a newish player, and don't play with the Taboo list (yet? β€” I haven't even started using all of the cards that make some of the changes necessary) but this chart clearly outlays all the changes and makes the reasoning really easy to understand. Producing this was an awesome public service.

For those of us who haven't yet caught up to many of these cards/changes, could you note what "chained" implies and possibly provide a brief explanation of the arrows (I assume: blue is changes, red is nerfed, green is improved)?
Chained just means that the card costs more XP (or less in some cases) than what it is displayed on the card itself, but the actual level doesn't change. Mutated means that the original card's text has been altered in some way. The arrows are exactly what you assumed.
