The English Access Scholarship Program (Access) is a global scholarship program supported by the U.S. Department of State that provides a foundation in English and computer skills (360 hours over two years) to talented 13- to 16-year-old students from economically disadvantaged backgrounds through after-school classes and intensive sessions. Access students also gain an appreciation of U.S. culture and democratic values through enhancement activities which familiarize students with U.S. cultural values and encourage them to take an active role in their communities through service projects and by sharing what they learn.

The Access Program Officer duties include but are not limited to: planning and coordination of the program and its activities; managing program-related internal and external communication; event planning and preparation; communicating with program participants and stakeholders; liaising with stakeholders and partners, monitoring and evaluating local teacher and program sites in the regions, mentoring junior staff members, assisting in data collection and processing; providing general administrative support to the program teams; travelling to Access program sites throughout the country; drafting program reports; assisting in the preparation of the social media publications and responding to general inquiries. The position reports to a Program Manager located in Tashkent, Uzbekistan.

Job Responsibilities

Key activities of this position may include administration and day-to-day management of the Access program in several locations throughout Uzbekistan. Tasks and responsibilities include but are not limited to:

·   Recruiting and selecting targeted participants and teachers in program locations.

·   Travelling to program locations to meet with school directors, teachers, and participants regularly.

·   Monitoring and evaluating the progress of participants and Access program sites.

·   Observing teachers’ classes and providing timely constructive feedback.

·   Assisting in data collection and processing.

·   Developing, finalizing and distributing the Access curriculum to all program locations.

·  Leading trainings, conferences, and seminars for program teachers.

·  Administering regional conferences and events for program teachers.

·  Assisting in the preparation/posting of publications in program media channels.

·  Liaising with stakeholders, partners and representatives of the US Embassy in Tashkent.

·  Collecting service agreements and ensuring timely delivery of consultancy contracts to the accounting team.

·  Communicating with vendors and suppliers to ensure timely delivery of required resources.

·  Responding to various questions/inquiries received from program participants.

·   Communicating with program alumni and supporting alumni events.

·   Other duties as assigned.

 Qualifications

·   Bachelor’s degree, or equivalent, in Education, Education Policy, TESOL, Project Management, Business, English, Public Policy, or Humanities. A master’s degree is strongly preferred.

·  Must speak, read and write Uzbek and/or Russian with native-level proficiency/ Fluency in English.

·   Minimum 3-5 years of experience in education, educational management or administration, office administration, personnel management.

·  Prior English language teaching and public-school classroom experience highly preferred.

·  Previous U.S. government programming or Access Program experience preferred.

·  Exceptional time management, organization and planning skills.

·  Proactive, independent, and flexible self-starter in task management and program implementation.

·  Demonstrated excellence in communication and multicultural interpersonal skills.

·  Well-developed knowledge of the education system in Uzbekistan and the United States at all levels.

·  Ability to travel to support monitoring activities.

·  Flexibility to occasional work on weekends and evenings.

·  Experience in budget management.

·  Familiarity with Microsoft Office software suite and common social media platforms.

·  Ability to support and take on tasks outside of the program’s scope of work.
