The Financial Times has published an article stating that the European Union has put forward a list of demands to Hungary's new Prime Minister, Magyar. This list includes 27 items, the fulfillment of which will allow the EU to unfreeze 35 billion euros of subsidies.:

"Among the requirements is the unblocking of a 90 billion euro loan to Ukraine, as well as the lifting of the veto on a package of sanctions against Moscow. The list further includes anti-corruption checks and the cancellation of Orban's decisions deemed "violating EU rules," ranging from the treatment of asylum seekers to ensuring "academic freedom."

In particular, the European Commission expects quick negotiations with Magyar on the dispute over migration legislation, for which Hungary is already paying a fine of 1 million euros per day.

"We have a lot of leverage. The pressure is on Magyar, and I think he wants to achieve results as quickly as possible," says one EU official. "
