Is it just a high school rumor or could it be a crime?
Some students say they've received sexually explicit images of an underage classmate involved in a sex act but Radnor Township Police say it will take a high-tech specialist to figure out if the rumors are true.
Radnor Township Police confirmed publicly on Thursday that they are investigating allegations that Radnor High School students stole a phone from another student and may have sent out a sex video they found on the phone.
"We've yet to determine how much information the smart phone contains," said Lt. Chris Flanagan. "We'll be doing that with a specialist."
The investigation started with a 911 call from the school Wednesday morning. Two students got into a fight over the allegations about the stolen phone. When police got there and started asking questions, they found out about the sex video rumors.
At least three Radnor High School students are at the center of the investigation, sources in Radnor exclusively told NBC10’s Rosemary Connors ( @RosemaryConnors ).
Detectives have the phone in question but can't look at anything on it because it's password protected. But the cyber specialist they're calling in will be able to tell them what is or was on the phone (in case something was deleted) and track the contents if anything was sent out. They were also getting search warrants to confiscate the phones of other students.
Depending on what the video shows and what the investigation reveals, up to five students could face charges as serious as child pornography, according to sources.
“It’s horrifying. First of all that it’s out there to begin with and that kids would take somebody else’s phone and distribute something,” said Radnor parent Michelle Cuff. “They just don’t realize.”

Some students at the school are aware of the allegations and even saw the video in question. Some say they take cautions before posting anything online.
“I never curse, write anything inappropriate, nothing explicit because I know it could always come back to haunt me -- e-mail, Facebook, Twitter, texting, anything,” said student Caroline Bereznak.
That's a lesson police also hoped would be learned. "We want people to learn from a bad situation that you have to really think about what you’re doing before you take that action, Flanagan said.
School administrators say state confidentiality laws prevent them from revealing any information about any students involved in the investigation.
“Due to state and federal confidentiality provisions and the fact that the individuals are minors, the Radnor Township School District is referring all inquiries to Police Superintendent William Colarulo,” said a statement from the school.

A social media video clip reportedly showing two students having sex in a Maryland high school classroom is under investigation by school officials and legal authorities.
The incident occurred in a classroom within Woodlawn High School, a school in the Baltimore County town of Gwynn Oak. Upon learning of the video, Principal Jamel Jernigan alerted parents in an October 8 letter. The letter has only recently been reported by local media.
"I was recently made aware of a social media post of a video involving Woodlawn High School students engaged in highly inappropriate behavior while in class," the letter said, according to WJZ-TV.
"An investigation is underway with school administration, our [Baltimore County Public Schools] safety manager and the Baltimore County Police Department," the letter continued.
Jernigan's letter didn't specify how many students were involved, their ages or the date of the incident. A student is believed to have recorded the incident, the aforementioned news outlet noted. It's also unclear if the alleged sex act or the reposting of the video constituted crimes.
The principal's letter did state, however, that students could be subject to possible disciplinary action if their behavior was found to be "inappropriate for the school environment."
The school has reportedly declined to comment on the case beyond acknowledging the existence of the principal's letter.
Newsweek contacted the Baltimore County Police Department for comment.
The recording and transfer of sexual content between teens have become more common as more teens own smartphones, the journal Pediatrics reported in May 2019.
At least 1 in 4 teens has received sexually explicit texts or emails, according to an April 2018 study published in the journal JAMA Pediatrics . Approximately 1 in 12 teens has forwarded sexual content to others without the consent of the sexual partners involved, the study added.
Sometimes sexual content is sent out to others as a form of cyberbullying known as "revenge porn." Revenge porn, which can originate from a former sexual partner or someone else who recorded other people's sex acts without their knowledge, is often meant to shame sexual partners.
U.S. state laws on teen sexting vary widely from state to state. The laws and their application depend on several factors. Those factors include the age of the people involved, the explicitly graphic nature of the content itself and how widely the content is shared.
Some states have decriminalized the production and sharing of teenage sexual content between teens, as long as the creation and sharing are consensual. Other states punish teen sexting as a misdemeanor charge or with felony child pornography charges.
Maryland has laws forbidding revenge porn, according to Cyberbulling.org. Maryland teens who engage in sexting can receive up to 20 years in prison and a lifetime sexual offender status for producing or possessing teen sexual content, the Pediatrics article noted.
"Interestingly, in these states, a teen sexter can be charged as both an offender and a victim," the article said.

Some parents are outraged and shocked on the heels of allegations of a boy and a girl engaged in oral sex during class at /*Richard B. Haydock Intermediate School*/ in Oxnard.


Ramirez said students in the class videotaped the alleged sex act on their cell phones.


Asked if she had seen the video, Ramirez replied, "Yes, I have seen the video. [It shows] the two people doing sex."


School district officials say the alleged incident took place nearly two months ago, but recently came to light after a parent filed a complaint about a bullying issue at the school.


School administrators were investigating that complaint when someone tipped them off about the alleged sexual encounter during a 7th and 8th grade reading intervention class.


"The allegation is that two students were engaged in a sexual act for a brief period of time at the school," said Sean Goldman, assistant superintendent, /*Oxnard Elementary School District*/. "I'm not saying that that was actually what happened or not, but we're investigating that at this moment."


"That's kind of scary for our children," said parent Rosa Vargas. "They have to fire the teacher."


"Another parent that lives on my same block, her kid came home after school and she said, 'Mom, what is oral sex?'" said Ramirez. "What do you think the mom said? She freaked out."


School officials have placed the teacher on paid administrative leave. They won't say what actions, if any, have been taken against the students at this time.


As for whether the alleged sex act was videotaped, Goldman said, "I have no knowledge of any factual basis to believe that, but there are a lot of reports going out, and that's also part of our investigation."


"Yes, it happened," said Ramirez. "It happened. And there is videotape and probably all of Oxnard by now has it."


Ramirez wants to warn parents of Haydock students to check their children's cell phones, because she believes a lot of kids out there have that alleged video on their cell phones, and parents just don't know about it.


School officials say they will wrap up their investigation into the allegations in about a week or so and determine a course of action after that.

A student has been arrested for having sex in public amid claims he was caught on camera romping with a young woman after a boozy session to mark his birthday.
Ning Dang, 19, from Mongolia, had reportedly been celebrating his birthday at a bar close to university dorms in Hong Kong when he met the unnamed girl.
After downing shots into the early hours of the morning, the pair began walking home but only got halfway before they were filmed allegedly having sex.
Captured on a mobile phone and uploaded anonymously online, the video shows the pair apparently at it for 45 minutes before they are stopped by police.
A police spokesman said: "They were both very drunk and when officers arrived they were both fully dressed, although when the woman stood up, her trousers, which had not been put on properly, fell down."
He added:"They were both giggling but as the officers hadn’t caught them doing anything wrong they were let off with a caution."
But the video showing the girl seemingly performing a sex act on Ning and him then on top of her was later put onto social media where it went viral .
Police identified and have now arrested Ning for having sex in a public place. They are still trying to identify the young woman.
The police spokesman said: "The man says he doesn’t know the girl’s name as he only met her that night.
"We are told that she is a mainland university student aged about 20.
"It is alleged that she has returned to the capital Beijing."
