Student Debt and the American Dream: A Structural Analysis

The $1.7 trillion in outstanding student loan debt held by approximately 43 million Americans is the cumulative consequence of a specific policy shift that began in the 1980s and accelerated through the 1990s and 2000s: the gradual reduction of state appropriations for public higher education and the replacement of those appropriations with tuition increases funded by federally guaranteed student loans. The policy shift is documented, specific, and has been implemented consistently across decades and across administrations of both parties. The Evidence

The magnitude of the shift: in 1975, state governments provided approximately 60 percent of public university revenues and students paid approximately 20 percent through tuition. By 2020, those proportions had approximately reversed: state governments provide approximately 25 percent of public university revenues and students pay approximately 50 percent through tuition, with the remainder coming from federal grants and other sources. The Analysis

The argument against student debt cancellation -- that cancellation is unfair to those who paid their loans -- is the moral argument that the policy analysis undermines: the people who paid their loans were subjected to a policy that was itself unjust, and correcting the unjust policy for future beneficiaries while providing some relief to those who bore its cost is more defensible than refusing to correct it on the grounds that previous cohorts had to live with its consequences.
