I've repaired stripped threads in aluminum frames before by retapping to Italian threads, and using a Phil Wood bottom bracket. But that will only work for square taper cranks. An advantage to this method, should you replace the frame in the future, and the Phil bottom bracket is still good, you only need a pair of English thread rings to reuse it. And Phil bottom brackets allow an adjustable ...
External bottom brackets are held together by way of the left crank arm attaching to the right crank axle. Shimano actually has a threadless external BB , but even without the full length housing, it will hold together and work fine. but that requires a machined tolerance for the bearings to press into, a stripped out threaded bb is not the same.
Otherwise, "threadless" bottom brackets exist for square taper cranks (and some 24mm spindle cranks) that tighten on themselves rather than the threads in the bottom bracket.

Probably the Bottom Bracket cups need to be removed so the threads can be inspected for damage, like rust, or cross-threading, stripped threads etc. If the threads of the shell are in good enough condition, they can be cleaned and a new BB installed.
15 FAG bottom brackets (BB) with plastic mounting rings are very common in Germany. The cartridge bottom bracket is really good and resilient, however the polyamide (PA) mounting rings are horrible. As you found out there is a tool to turn the splined outside (rosette shaped). It is inexpensive and easy to get in Germany (< 10EUR).
