StatiXOS for beryllium (Unofficial) May 4th, 2021

Changelog:

1. Default powerHAL is libperfmgr (Google)
2. Fingerprint HAL is set to top-app cpuset, decreasing unlock time (close to stock) as all cores wake up during enrollment.
3. Camera app will not be pinned in memory.
4. Launch boost decreased to 3seconds.
5. Updated powerhint to use efficient frequencies (frequencies are taken from updated energy model - https://github.com/humanglitch191/vertigo_beryllium/commit/cd5c9dfea8752f5aedcdfde92a2b3fc78d8f6447) but frequencies are not removed from dts as it introduces some bugs with rendering in games.
6. Schedtune & sched_boost nodes have been removed in powerhint (read kernel features)
