Statement of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response


According to reliable information, on the eve of the Easter holiday, the Kiev regime is preparing provocations to discredit the Ukrainian Orthodox Church of the Moscow Patriarchate. 

Thus, the bishops of the Ukrainian Greek Catholic Church received recommendations from the office of President V. Zelensky: "on the night of April 23-24, not to hold traditional Easter celebrations, replacing them with an online broadcast of divine services in churches." 

At the same time, these notifications were deliberately not sent to the Ukrainian Orthodox Church of the Moscow Patriarchate (hereinafter referred to as the UOC–MP) in order to organize a mass gathering of believers in the churches of the UOC-MP. The provocative actions are carried out against the background of the campaign carried out by the Kiev regime in the Ukrainian media to accuse Russia of allegedly organizing "rocket attacks on religious sites," including the Svyatogorsk Lavra. 

A situation is being deliberately created in which any incident specially provoked by the SSU in the churches of the UOC-MP crowded today will be used to the maximum to aggravate Kiev's divisive policy and activate a new wave of Russophobia in Ukraine and abroad.

In addition, the Kiev regime is preparing another sophisticated provocation to discredit the Russian Armed Forces in front of the world community:

in the area of the Odessa port "Yuzhny", the special services of Ukraine are planning a provocation with the use of toxic chemicals to accuse Russian troops of allegedly striking civilian infrastructure facilities. The most likely scenario of the staging may be an imitation of a missile strike by the Russian Armed Forces on the western naval base of the Ukrainian Navy, as a result of which the port's cooling plant, located 500 meters from the military facility, will be blown up. To implement this scenario, a tank with ammonia (10 tons) was delivered from Odessa to the territory of the enterprise on April 18, 2022, and personal protective equipment was issued to law enforcement and special services in the Odessa region;

in Lisichansk of the Lugansk People's Republic, SSU officers, together with the British intelligence services, are preparing yet another fake. For this purpose, representatives of the Ukrainian and Western media, who had previously carried out staged photo and video filming in Bucha, arrived in the city in advance.

We warn the so-called "civilized West" in advance that these fakes from the Kiev authorities about the alleged "Russian atrocities" are planned to be widely distributed through the Western media in the near future.

Once again, we emphasize that in the course of carrying out the tasks of a special military operation, the Armed Forces of the Russian Federation, unlike the Ukrainian army and nationalist armed formations, treat the local population extremely humanely and do not strike at the country's civilian infrastructure.

Despite the obstacles created by Kiev, over the past day, without the participation of the Ukrainian authorities, 16,838 people were evacuated to Russia from dangerous areas of Ukraine, Donetsk and Lugansk people's republics, including 1,402 children, 

and in total, since the beginning of the special military operation, 951,329 people have already been evacuated, of which 174,689 are children. The state border of the Russian Federation was crossed by 124,517 units of personal motor transport, of which 1,746 per day.

In the constituent entities of the Russian Federation, more than 9.5 thousand temporary accommodation facilities continue to operate, which are fully equipped with all necessary property, they provide places for rest and hot meals. Individual work is carried out with arriving refugees, they are provided with qualified medical and psychological assistance. 

Over the past day, 287 requests have been received from foreign and Ukrainian citizens to the hotline of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, federal executive authorities, subjects of the Russian Federation and various public organizations, and there are 2,752,552 of them in the database from 2,129 settlements of Ukraine.

Ukrainian nationalists continue to hold 90 foreign citizens from 5 countries hostage as a "human shield".

In addition, 76 foreign vessels from 18 countries continue to be blocked in seven Ukrainian ports. The threat of shelling and high mine danger created by official Kiev in its internal waters and territorial sea do not allow vessels to freely enter the open sea.

Every day from 08:00 to 19:00 (Moscow time), the Russian Armed Forces open a humanitarian corridor, which is a safe lane for ships moving in a south-westerly direction from the territorial sea of Ukraine with a length of 80 and a width of 3 nautical miles.

Detailed information on the functioning of the maritime humanitarian corridor is transmitted daily every 15 minutes via VHF radio on 14 and 16 international channels in English and Russian.

The Kiev authorities, as before, continue to evade interaction with representatives of states and ship-owning companies in resolving the issue of ensuring the safe exit of foreign vessels to the collection area.

In turn, the Russian Federation is taking a full range of comprehensive measures to ensure civil navigation in the waters of the Black, Azov and Mediterranean Seas.

There remains a danger to navigation from the drift of Ukrainian mines torn from their anchors along the coast of the Black Sea states.

We continue to call on international organizations, as well as the management of ship-owning companies, to continue to influence official Kiev for the immediate adoption of measures aimed at unblocking and ensuring the safe exit of foreign vessels from the ports of Ukraine.

The federal executive authorities, together with the subjects of the Russian Federation, various public organizations and patriotic movements, continue to accumulate humanitarian aid.

The largest contribution to the provision of assistance was made by:

EMERCOM, Ministry of Economic Development, Ministry of Health, Ministry of Culture, federal agency for nationalities, federal agency for the commonwealth of independent states, compatriots living abroad, and international humanitarian cooperation;

the republics of Buryatia, Crimea, Mordovia, Sakha (Yakutia), Altai, Krasnodar, Krasnoyarsk and Stavropol territories, Belgorod, Bryansk, Voronezh, Kursk, Magadan, Moscow, Rostov, Sverdlovsk, Smolensk and Tula regions;

among political parties and non–profit organizations are United Russia, People's Front, Combat Brotherhood, Russian Humanitarian Mission, the charity foundation PRO Life, the foundation DOBRO18.UDM, Union of Women of Russia.

More than 22 thousand tons of basic necessities and food packages, including baby food and vital medicines, have been prepared at the collection points.

Since March 2, the Russian Federation has already delivered 14,528.9 tons of basic necessities, food, medicines and medical products to Ukraine, 888 humanitarian actions have been carried out, including seven in the Donetsk and Lugansk people's republics, Kharkov and Kherson regions over the past day, during which 207.5 tons of humanitarian aid were transferred to the civilian population.

On April 23, 2022, seven humanitarian actions are held inDonetsk and Lugansk people's republics, Kharkov and Kherson regions, during which 559.2 tons of basic necessities and food are transferred to the population.
