Statement of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response

The Russian Federation's Joint Coordination Headquarters for Humanitarian Response, in coordination with designated federal executive authorities, continues to record the facts of the inhumane treatment of civilians and use of civilian facilities for military purposes by Ukrainian armed groups.

In the Donetsk People's Republic:

in Artyomovsk, at lower and upper floors of residential buildings (Nezavisimosto st.), AFU units have deployed their strongpoints and firing positions, as well as armament and munitions depots in the basement;

in Konstantinovka, in the school №6 (6-go sentyabrya st.), Territorial Defence units have deployed their manpower, as well as observation posts and firing positions at the approaches to the educational institution, while residents of the nearby buildings have not been evacuated;

in Kramatorsk, neo-Nazis have deployed their firing positions and munitions depots in residential buildings (Parkovaya st.). Militants restrict local residents to leave their houses with pretext of their alleged safety, all their attempts to evacuate to safe areas are severely suppressed.

in Nyu-York, in the school №16 (Yesenina st.), militants of Right Sector nationalist battalion have deployed MRLS and use them for launching periodical attacks at the positions of Russian Armed Forces in order to provoke a counter-attack, while residents of the nearby buildings are retained in the basement of the institution being used as a live shield.

In addition, in Belgorod-Dnestrovsky, Odessa region, in the urban sports school (Nezavisimosti st.), militants of Ukrainian armed groups have deployed their manpower, as well as armoured equipment, MRLS and artillery at the adjacent territory, the approaches to the building have been mined, but local population has intentionally been left uninformed about it.

These acts commited by Ukrainian authorities show their inhumane treatment to the lives of Ukrainian citizens and total disregard to all norms and principles of the international humanitarian law. All of it occurs with the tacit consent of the collective West that continues turning a blind eye to the numerous war crimes of the Kiev regime.

We emphasise again the Russian Armed Forces and units of Donetsk and Lugansk people's republics do not launch attacks at civilian infrastructure facilities during the special military operation.

Despite the severe resistance of Ukrainian authorities, 27,207 persons (including 4,138 children) have been evacuated from the dangerous areas of Ukraine and the republics of Donbass to the Russian Federation; since the beginning of the special military operation: 2,795,965 persons (444,018 children).

The state border of the Russian Federation has been crossed by 451,881 private motor vehicles, including 3,779 over the past 24 hours.

More than 9,5 thousand temporary accommodation centres continue to operate in the regions of the Russian Federation.  The arriving refugees are individually attended and promptly assisted in resolving various issues related to their further accomodation, employment, providing children with pre-school and educational services, as well as supplying with social benefits and allowances.

The hotline of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, federal executive authorities, regions of the Russian Federation and various non-governmental organisations have received 37 requests to evacuate to Russia, the Donetsk and Lugansk people's republics, as well as to the Russian Armed Forces-controlled areas of Zaporozhye, Nikolaev, Kharkov and Kherson regions. In total, the database contains 2,759,589 appeals of this kind from 2,139 settlements in Ukraine and Kiev-controlled territories of the Donbas republics.

In addition, 70 foreign vessels from 16 countries remain blocked in six Ukrainian ports (Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhniy). The threat of shelling and high mine danger posed by official Kiev prevent vessels from entering the high seas unhindered.

As a result of a series of measures taken by the Russian Navy, the Mariupol harbour continues being under mine clearance works, the port infrastructure is routinely under reconstruction.

The Armed Forces of the Russian Federation have created the necessary conditions for the operation of two maritime humanitarian corridors that constitute safe lanes for navigation:

in the Black Sea (every day from 08:00 AM to 07:00 PM) to leave Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhnyi ports towards south-west from Ukraine's territorial sea, 139 miles long and 3 miles wide;

in the Sea of Azov (uninterruptedly) to leave Mariupol port, 115 miles long and 2 miles wide, towards the Black Sea.

Detailed information on the modus operandi of the maritime humanitarian corridors is broadcast daily every 15 minutes by VHF radio on 14 and 16 international channels in English and Russian.

The Kiev authorities continue to avoid engaging with representatives of states and ship-owning companies to resolve the issue of ensuring the safe passage of foreign vessels to the assembly area. The danger to navigation from Ukrainian mines drifting off their anchors along the coasts of Black Sea states remains.

The Russian Federation is taking a full range of comprehensive measures to ensure the safety of civilian navigation in the waters of the Black Sea and the Sea of Azov.

Demining detachments of the Russian Armed Forces and the EMERCOM of Russia continue clearing the Donetsk and Lugansk people's republics of explosive remnants.

In total, 5,136.81 ha of terrain (over the past 24 hours: 184.2 ha), 41 buildings (including 13 socially important facilities), 4 bridges and 9.64 km of roads have been explored. 122,636 explosive remnants have been detected and neutralised, including 11,407 over the past 24 hours.

Within the implementation of measures aimed at restoring the infrastructure of the people's republics of Donbass, the Military Construction Complex of Russian Defence Ministry has built a water pipe-line from Khanzhenkovskoye water storage pond to Seversky Donets – Donbass water and sanitation facility (4 lines of over 90-km-long). Residents of Donetsk and adjacent settlements are provided with up to 50,000 m³ of water per day.

Vital facilities continue being built and reconstructed:

In the Donetsk People's Republic:

in Mariupol: first order of a housing estate (12 residential buildings with 1,011 flats, to be completed in September-November 2022) and administrative rescue centre of the Ministry of Emergency Situations (to be completed in December 2022);

multi-functional medical centre with 60 beds (to be completed in September 2022);

anatomicopathological centre with forensic examination unit (to be completed in October 2022);

Saur-Mogila memorial complex (to be completed in September 2022);

in Volnovakha: aqueduct of over 20-km-long (to be completed in September 2022);

in the Lugansk People's Republic:

in Lugansk: multi-functional medical centre with 200 beds (to be completed in October 2022);

in Rovenki: aqueduct of over 40-km-long (to be completed in October 2022);

Federal executive authorities, in coordination with the regions of the Russian Federation, various public organizations, patriotic movements, continue to accumulate humanitarian aid.

among political parties and non-profit organisations: United Russia, the All-Russian Public Movement 'People's Front', the All-Russian Public Organisation of Veterans 'Battle Brotherhood', the autonomous non-profit organisations ‘Humanitarian Voluntary Corps’ and 'Russian Humanitarian Mission', the Open Joint Stock Company 'Russian Railways', the state corporations 'Roscosmos' and 'Rosatom', as well as the All-Russian Public State Organisation 'Union of Russian Women'.

Russian humanitarian aid is the only opportunity to stay alive for a considerable part of Ukrainians who were betrayed by their own authorities.

Over 51 thousand tonnes of prime necessity items, groceries, medication and medical products have been prepared at the collection points. Since March 2, 2022, 47,184.7 tonnes of humanitarian goods within 1,350 humanitarian campaigns have been delivered to the republics of Donbass and Ukraine; over the past 24 hours, the civilian population has been provided with 651,5 tonnes of humanitarian goods within 6 humanitarian campaigns held in the Donetsk and Lugansk people's republics, Zaporozhye, Kharkov and Kherson region.

On July 23, 2022, 5 humanitarian campaigns are being carried out in the Donetsk and Lugansk people's republics, in Kharkov and Kherson regions, during which 294 tonnes of basic necessities, medicine and food are distributed.
