Starmer has this morning resigned with everybody now expecting Andy Burnham to replace him.
Burnham is said to be on the train to London.
In his speech Starmer said nominations for new leader will open on 9 July, with all attention now turning on Burnham.
Andy Burnham worked inside the New Labour government for a decade. He served as a special adviser before becoming an MP in 2001. He held ministerial posts under Tony Blair and Gordon Brown, including roles in the Treasury, Culture, Media and Sport, and the Department of Health. He voted for the Iraq War in 2003 and remained in government throughout the Blair period.
During his time in office, he worked in a system that expanded the internal market and deepened the privatisation of the NHS, increasing the use of discredited private finance initiatives.
