It was a big surprise for me to find that FIDE, without sufficient reasons, refused to approve the norms scored by several players in Alushta Ukraine chess tournaments. Therefore, I signed the attached open letter to President Ilyumzhinov without any doubts. As anyone else, I would be happy if players who score their norms in a dishonest way will be caught. But we should not forget that most of norms are scored by players in normal, honest fight — in Alushta and elsewhere. Alushta is a very important, even the most important place of organisation of the chess tournaments in Ukraine, and in the current situation we should expect that FIDE will change their strange decisions, or will explain its position in details publicly. Now, hundreds of chess players can not be sure whether they have a chance to fight for IM or GM norms in Alushta — the situation which is certainly not normal. In absence of clear information we must use rumours, which say that problems of the Alushta organisers began as a result of the conflict between two groups of chess players in the Philippines, when some of the opponents of the Filipino player Mark Paragua started to use their influence in FIDE to create artificial obstacles for this talented player who scored his GM-Norms in Alushta. Recently, the attempts of some representatives of FIDE to discredit some tournaments which take place in Ukraine, Alushta, without any grounds, have appeared more often. For the last six years the chess players from all over the word took part in the tournaments in this city. Many leading chess players began their sport career in those tournaments and now they play for the national teams of their countries. A lot of attention should be paid at the leading Ukrainian players. Alushta became for them not only the city, where they fulfilled their norms but also a place of training, rest and a favorite place to stay. GM Tony Miles in Alushta, It is difficult to find a city like this where such amount of chess players, who fulfilled their norms of high Grandmaster title, playing in the circular tournament and what is more important they still show after that the high sport results. For many participants of Alushta tournaments the fulfilling of grandmaster norms is not the main goal. Many of them consider the main task is the opportunity to check themselves, to get through the training in serious and difficult tournament, to prepare for the official FIDE competitions and championships of their countries. It is quite acceptable that in the male grandmaster tournament women sometimes take part. We are proud that we took part in tournaments in Alushta. We are outraged by the behavior of some functionaries, who postponed the awarding the title of Grandmaster to those chess players from different countries, who has fulfilled at least one of their norms in Alushta. We consider it as a direct insult to us and many other participants of the tournaments in Alushta. What is it? Campomanes and Grandmaster Mark Paragua from the Philippines, who fulfilled or even over fulfilled the grandmaster norms in Alushta? But this is the responsibility of the Philippines chess federation. Or it is an attempt to press the Ukrainian chess federation executive committee which expressed their outrage of the FIDE activities, as to the questions which have nothing to do with Alushta. Unfortunately, not all the tournaments are organized on such a professional level, like in Alushta. And there is a moment, where the board of FIDE experts should work at. We think that FIDE should strengthen the control over the holding of the circular tournaments, demand their preliminary registration, as Russian and Ukraine Federation do, to create the mechanism of quick reaction on the attempts of falsification of tournaments. They also should look at the example of Ukraine chess federation, which on the second day discovered in internet the information about the falsification of Slavutich tournament, gathered the executive committee meeting to discuss the incident and announced it in mass media. But not to do it at the expand of arbitrariness and rough violation of FIDE Statute, as we see it now, but legally. Will play some games for a win to avoid losing the Elo points, and will make short draws in other games. But then our tournament began, and my hopes about the rest started to disappear. I had to struggle for every half of point. On some days we played two rounds a day, so it was not easy. And after one of my opponents refused to make a short draw, it became not comfortable for me to propose a draw to other players. I could not surprise anyone by my rating and authority. Everyone wanted to fight, thought that he is a big talent. And the fight here is very tense. Now I understand why so many chess players who scored their norms in Alushta have improved their chess level so quickly. I wish to everyone who played in Alushta and to those who will play here in the future a lot of successes! The Chess Federation of Ukraine perceived with some surprise message of Mr. Markkula that on his offer concerning tournaments in the city of Alushta FIDE Presidential Board ' took a decision to request your Federation to provide the FIDE Secretariat with the written statement that the tournaments played in Alushta are ethically correct, and the results are based on fair games played between the players mentioned '. Our Federation more than once not only declared, but also proved by practical affairs our sharp negative attitude to cases of infringements of sports ethics. We are always grateful to those who helps us to find out them. But we do not accept accusations ' There are also players having significant increases and decreases of ratings in adjacent tournaments in Ukraine'. We want to know if it does not happen at all in the tournaments which were taking place in other countries? Is a necessity to remind of numerous cases when the most well-known players failed in some tournaments? Concerning the tournaments in Alushta the Chess Federation of Ukraine confirms, that we consider them as rather important events, serving the development of chess. We adduce far not full list of chess players for which they became an important stage of sports growth, the grand masters who were carrying out norms for the international titles in tournaments in Alushta, whose names are known in the world and whose qualification does not cause any doubt. They are winners of the last Olympiad: A. Moiseenko, P. Eljanov, S. Karjakin, well-known chess players T. Radjabov, G. Guseinov, V. Gashimov, A. Areshchenko, Z. Efimenko, E. Inarkiev and many others. This list only confirms the fact that the real force of the player is seen in his performance in other tournaments. Therefore we are surprised with the fact that FIDE Presidential Board has not given the international titles to several Ukrainian chessplayers, in particular, to a member of a team of Ukraine J. Kuzubovu who has won after tournament in Alushta in the international tournament in Groningen. At the same time the Chess Federation of Ukraine considers this misunderstanding would not have taken place at all if the appropriate procedures had been authorized in FIDE and we hope it will be done in the near future. В последнее время участились попытки некоторых представителей ФИДЕ, без каких либо серьезный оснований, дискредитировать турниры проводимые в Украине в г. За последние шесть лет в этом городе в турнирах принимали участие шахматисты из разных уголков мира. Многие ведущие шахматисты прошли свое становление на этих турнирах и сейчас играют за команды своих стран. Особо можно говорить о сильнейших шахматистах Украины. Алушта стала для них не только городом, где они выполнили свои нормы, но и местом проведения сборов, отдыха, просто любимым уголком. Пожалуй, трудно найти в мире еще такой город, в котором в круговых турнирах играло бы такое большое количество шахматистов, выполнивших нормы высокого гроссмейстерского звания и, главное, показывающие после этого высокие спортивные результаты. Для многих участников алуштинских турниров выполнение нормы гроссмейстера не является главной целью. Основной задачей многие считают возможность проверить себя, пройти тренировку в серьезном и трудном турнире, подготовиться к официальным соревнованиям ФИДЕ и чемпионатам своих стран. Не случайно, в мужских гроссмейстерских турнирах часто принимают участие и женщины. Мы гордимся тем, что участвовали в турнирах в Алуште. Нас возмущает поведение функционеров ФИДЕ задержавшие присвоение звания гроссмейстера шахматистам из разных стран, выполнивших, хотя бы одну из своих норм в Алуште. Мы считаем, это прямым оскорблением по отношению к нам и многим другим участникам турниров в Алуште. Что это? Попытка вмешательства со стороны ФИДЕ в конфликт между господином Кампоманесом и международным мастером Марком Парагуа из Филиппин, выполнившим и перевыполнившим норму гроссмейстера в Алуште? Так это вопрос Филиппинской шахматной федерации. Или это попытка оказать давление на Украинскую федерацию, исполком которой выразил свое возмущение действиям ФИДЕ, по вопросам, не имеющим ничего общего с Алуштой? К сожалению, далеко не везде турниры так хорошо организованны на профессиональном уровне, как в Алуште. И здесь действительно квалификационной комиссии ФИДЕ есть над, чем работать. Мы считаем, что ФИДЕ необходимо усилить контроль за проведением круговых турниров, требовать их предварительную регистрацию как это делается в Российской и Украинской федерации. Выработать механизм быстрого реагирования на попытки фальсификации турниров. Здесь тоже надо брать пример у Украинской федерации, которая, на второй день после появления фальсифицированного турнира в Славутиче в интернете, уже провела исполком федерации по этому вопросу и открыто сообщила об этом в средства массовой информации. Мы считаем, также необходимым принять ряд мер по повышению статуса высокого звания гроссмейстера. Но не делать это путем произвола и с грубейшими нарушениями устава ФИДЕ, как мы это сейчас видим, а законными методами. Например, путем ужесточения нормативов на присвоение звания международный гроссмейстер. Письмо подписали международные гроссмейстеры, принимавшие участие в круговых турнирах в Алуште:. Конечно, в Алуште я не первый раз, но в Алуштинских гроссмейстерских турнирах раньше сыграть как-то не получалось, хотя приглашения поступали. А тут неожиданно появилось свободное время, я подумал, что не плохо было бы отдохнуть в Алуште. И дал свое согласие принять участие в турнире. Круговые турниры проходят в пансионате «Каисса». Условия прекрасные. Здесь проживаем, питаемся, играем в шахматы. Турнирный зал не большой, но уютный и хорошо освещенный. Обстановка, на редкость, доброжелательная. Чувствуется, что весь коллектив работников пансионата и организаторы турниров делают все возможное для создания хороших условий проживания и игры. Первые впечатления были, что я смогу прекрасно отдохнуть. Сыграю несколько партий, чтобы не потерять рейтинг, остальные соглашусь на ничью. Но, турнир начался! И мои мысли об отдыхе стали рассеиваться как туман. Несмотря на то, что я рейтинг-лидер турнира, за каждые пол очка приходиться бороться, а учитывая, что в некоторые дни проходят два тура, это довольно не просто. А после того, как мой противник не будем называть его фамилии отказался согласиться со мной на ничью без игры, предлагать другим стало просто не удобно. Ни рейтингом, ни авторитетом на турнире никого не удивишь. Каждый рвется в бой, считая себя талантом. Борьба идет очень напряженная. Теперь мне понятно, почему большинство шахматистов, выполнивших норму в Алуште, быстро поднимаются, в шахматном смысле этого слова. Желаю всем, кто побывал и еще приедет в Алушту, больших творческих успехов. Международный гроссмейстер Владимир Маланюк. У любого читателя, несомненно, сложится впечатление, что бдительные функционеры ФИДЕ поймали за руку нечистоплотных украинских проходимцев от шахмат. Но ведь в действительности все обстоит совсем не так! Начнем с псевдо-турнира в Славутиче. Именно Федерация шахмат Украины разоблачила организаторов и участников этой «липы» и предупредила TWIC, который писал о нем. На сайте ФШУ был размещен соответствующий комментарий ее президента, размещенный потом и на Chessbase. На запрос г. Макропулоса в тот же день был дан исчерпывающий ответ. Для нас остается загадкой, что в этом ответе не устроило членов Совета, ибо никаких дополнительных запросов мы не получали. Вместе с тем нам кажется не совсем корректным со стороны ФИДЕ — и мы надеемся, что Вы, уважаемый Александр Борисович, нас поймете, что представители ФШУ не были приглашены на заседание, на котором ей предъявлялись столь серьезные обвинения. В цивилизованном мире абсолютно необходимым является соблюдение цивилизованных норм даже по отношению к отъявленным бандитам. Странно, что об этих нормах забывают руководители достаточно интеллектуального вида спорта. И совсем непонятно, когда в один ряд с псевдо-турниром в Славутиче ставятся турниры в Алуште. Опять-таки, будь наши представители приглашенными на Совет, мы бы не терялись сейчас в догадках, принадлежит ли эта идея его членам или это полет мысли корреспондента. Но как бы там ни было, именно на турнирах в Алуште прошли становление ведущие шахматисты Украины и других стран. Многие сильнейшие шахматисты мира, в том числе и половина олимпийской сборной Украины, выполнили свои нормы гроссмейстера в Алуште. До настоящего времени ФИДЕ не выставило ни одной аргументированной, с приведением фамилий, претензии по турнирам в Алуште. Мы направляем Вам полный список шахматистов, ставших гросмейстерами, после выполнения одной из норм в Алуште.
