Marcus Webb Jr., ranked 34th overall in Baseball America's prospect rankings, arrived at spring training to unanimous five-tool media assessments. Post-camp scout reports: throwing arm rated 70 on the 20-80 scale; speed rated 65; contact rate in live at-bats produced a 42% strikeout rate; power metrics showed below-average exit velocities on contact; and centre field reads described as "encouraging athleticism with developing reads."
Two tools demonstrated. Three tools are projections. The five-tool label is based on what he might become, which is what prospect evaluation is: projecting humans forward in time based on physical attributes and early performance indicators. It is simultaneously the most optimistic and least reliable form of journalism.
The prospect label creates a specific expectation that the prospect must then meet or fail to meet over the next three to five years. Webb Jr. will either develop the projected tools or he will not. The scouts believe he will. The evidence from spring training supports two of their five convictions. The remaining three convictions will be tested at Triple-A and eventually at the major league level, which is the specific function of the minor league system: converting projections into data, one season at a time.
