My parents used to spank me between my legs sometimes for the most serious infractions like refusal to obey them. Being spanked on the cunt with a hairbrush must really really hurt - being spanked there with a wooden spoon or the sole of a shoe can be pretty painful.

Hell yes! And just hand spankings on the vulva can be pretty painful too! My mom would spank my sister and I on the vulva as part of our normal spanking, which was pretty often compared to other ppl. Do you spank your daughter for just "leaving a mess"?
Of course it's just my point of view, but I consider it pretty natural, for I know pretty well that teenage girls sometimes can get wet almost against their will.
But when I get a serious masturbation evidences I do not hesitate to spank my daughters' private parts. Usually I use a plastic ruler of a flyswatter. Not a long time ago my husband brought me a light strap. I haven't had a need to use it yet (and I hope I would not) but it looks indeed like a perfect implement.
We think that a hairbrush is really too harsh.

It didn't happen often, as mom usually used a wooden clothes brush on our bare heineys, but a few time when it wasn't handy she would take one of her dress belts which unlike my father's belts and would roll most of it around her hand and leaving about a foot and a half to spank with. The pain of being struck/kicked in the scrotum is far too severe to even consider as consequential to poor behavior and the course of corporal punishment.Kneeing the male crotch is taught as a self-defense technique and men/boys take care when participating in field sports to wear athletic supporters, known as "cups".
My stepson has been receiving bare-bottom corporal punishment his entire life and is now more than ever, at age 14, loathe to have to submit to such disciplinary measures at my hand.
There is a time in an adolescent's life wherein the age of majority is a few years hence yet he or she may feel that they're "too old" to be spanked on the bare.
