Software developers' sales volume grows by a third over the year

The IT industry is showing steady growth. In the first nine months of 2025, sales in the industry reached 3.16 trillion roubles, and the number of employees amounted to almost 1.15 million people. Software development companies sell the most products. These figures are provided by the the National Research University Higher School of Economics  in its new study.

At the end of the first nine months of 2025, sales in the IT industry grew by 16.3% compared to the same period in 2024, reaching 3.16 trillion roubles. The growth was particularly noticeable in the third quarter, where it amounted to 19.3% compared to 2024.

Software development companies accounted for about two-thirds of the total sales volume. Their sales increased by 31.8% compared to the same period last year, confirming the key role of software development in the industry structure.

Personnel and salaries

The IT industry has become the main driver of employment growth in the ICT sector. The number of employees in the industry has reached approximately 1.15 million people. The annual increase was 153,000 people (+15.4%), and the quarterly increase was 17,200 people (+1.5%).

Salaries also continue to rise. By the end of the third quarter of 2025, the average salary in the industry reached 196,500 roubles (+11.5% compared to 2024).

Investments in the development

Capital investments in IT exceeded 471 billion roubles (+7.8%) by the end of September.

The most active investors were

• software developers — 53% of all investments, an increase of 16.5%
• data processing and information hosting companies — 39% of all investments

The IT industry remains one of the key segments of the economy and continues to demonstrate growth in key indicators.
