After a few years away from the game, I wanted to try out this 'Skank' Tank build. What is this primarily used for? PVE or PVP?
I have other classes as well, but I'm more intrigued with this one for now. I'll go back to the other classes after I complete this build. So thank you all that help out :)
A pure Skank Tank uses high endurance DPS mods and enhancements but also tank armorings for the set bonus. It's used primarily in PvP because there it's more useful to do more damage than it is to be a full tank. That said, recently tank stats were made more effective in PvP, so I don't know how viable full tanks are now.
Running full tank in pvp is situational. It's for carrying the huttball, defending in voidstar, and full-time node guarding. Basically times when staying alive is significantly more important than killing anything. If there's any chance you'll need to kill someone then you want to run skank. True regstar tanks will have two sets of gear and switch as necessary.
Aside from what's already been said here, skank tank is more effective in PvP, and essentially mandatory if you play ranked. (Your teammates will rage at you for sucking and the enemy will gladly farm the shit out of you for elo without anyone telling you what you're doing wrong for a very long time, if ever). PvE-wise, you can run veteran FPs with that build, but not master.
It's a bad sign in PvP when tanks perform better without tank stats. They are going to allow damage mitigation on crits in 5.10, but I doubt that will change much, and it will only apply to PvP. Tank stats need a major overhaul before people stop running skank builds.
Depends on the server as I have wasted skanks on my modified guardian tank which uses dps mods but tank enhancements in reality it comes down to team composition and team communication.
Crit shielding changes were in the last patch. They are live now.

People keep saying this but I don't understand why. I mean it's annoying for tanks because you have to buy 2 sets of gear, but like what's the principle behind this claim? To me a tank spec should sacrifice some dps for survivability, and that's where tanks are now. It was bad design when the Defense/Immortal had higher dps than the other 2 specs, but it doesn't anymore.
A "pure" tank doesn't focus on stats like Critical, Alacrity, Mastery, Power. A "skank" decides to let go of some defensive stats and put some of those into offensive ones. It's used in both PvP and PvE. PvE to give out some extra damage which helps make things easier on the damage classes, and in PvP because tank stats are calculated differently (I don't know the specifics).
PvP is the only place a true skank is viable.
For PvE there's some skankiness due to the abundance of Defense being waaaay too much, so lethal/lethal B mods are the norm, along with DPS relics... but nothing that eats away at shield/abs or health.
You didn’t specify which class. The most common skank tank I’m aware of is the Jugg, wearing dps gear in immortal. It’s not complicated. It’s for PvP mostly.

I run heroics with my skank guardian and lvl 50 shae Vizla. I never have to heal myself and mobs will die very very fast. Running with a pure do build will require you to stop and heal from time to time, but with a skank, you never have to! It's one of the fastest way to farm gold from mobs.
Disclaimer, I havent played regularly in a few years. If by skank tank you're referring to the hybrid builds of yore, they aren't possible since they removed skill trees. They were meant for PVP at the time. There may be a new version of them, but I'm not sure how with the current skill progression mechanics. Regardless, I wouldn't use it in Raids, you'll irritate people. May be viable in flashpoints though.

Skuntank ( Japanese : スカタンク Skutank ) is a dual-type Poison / Dark Pokémon introduced in Generation IV .
It evolves from Stunky starting at level 34.
Skuntank is a medium-sized mammalian Pokémon that resembles a skunk with the face of a cat. It has purple, spiky fur with several tan stripes. The whiskers present on its pre-evolution have since vanished or have been replaced by furry purple tufts on the sides of Skuntank's face. Its legs are tan, and the tan coloration of its underside now forms a spiky pattern. Its nose is larger than its pre-evolution. Its massive tail with a cream colored stripe, sits on top of its back and head.
Skuntank is known for its noxious fluid which smells dreadful. It can spray this fluid over 160 feet, and the longer it allows the liquid to ferment within its belly, the more powerful the smell. Unlike its pre-evolution and real-life skunks, Skuntank spray this from its tail tip, which can open, instead of its rear. The stench of Skuntank's fluid varies depending on its diet. Skuntank prefers to nest in large, prickly bushes in heavily wooded areas and digs holes in the ground to make its nest. While Skuntank can use its poisonous fluids to take down prey, ironically it cannot handle the smell of its own stench, abandoning potential defeated meals as a result.
Skuntank debuted in Double Team Turnover! , under the ownership of Jupiter . It is her main Pokémon. In Unlocking the Red Chain of Events! , it guarded Looker and Team Rocket . In The Needs of the Three! , Jupiter prepared to attack Ash and his friends with it before Cyrus stopped them, and in The Battle Finale of Legend! , it was defeated by Cynthia's Garchomp .
In Classroom Training! , Jeremiah owns a Skuntank. In Sliding Into Seventh! , it used its Stench Ability to force Team Rocket out of a shed where they had hidden themselves.
A Skuntank appeared in the opening sequence of Zoroark: Master of Illusions .
In Pikachu and the Pokémon Music Squad , a Skuntank was living in a forest.
A Skuntank appeared in flashbacks in The Rival under the ownership of Jupiter . She first used it in a battle against Barry and his Prinplup at Lake Acuity when she was attempting to capture Uxie and won thanks to its Smokescreen .
