Signal Casino Focus Through Heavyweight Steering Committee

A recently unveiled draft bill on the matter would see a senior power committee, including Thailand's prime minister, deputy prime minister and five ministers, sit on the so-called "policy committee" to lead Thailand's casino policy efforts.

The committee will also be attended by the head of the Royal Thai Police Agency, the general secretary of the Anti-Money Laundering Office and the general secretary of the Investment Committee.

The casino will be housed in what Thai authorities call an "entertainment complex."

A draft rule considering that any accredited Thai casino could have an initial license to operate for 30 years was published for public feedback until Aug. 18. Such licenses could be renewed for a period of no more than 10 years.

The draft states that the policy committee will be responsible for setting policy for entertainment establishments. It will also propose guidelines for determining the number and area of licenses, along with tax rate recommendations for casino businesses.

The policy committee stated in the document that it will further determine "standards, methods, and conditions" for companies to apply for licenses. The agency is also responsible for licensing such permits, renewing licenses, and determining fees to be paid.

According to the draft, large entertainment venues can only be located in areas designated by royal decree. Aside from casinos, they must include "at least" four different types of entertainment businesses that can be selected from the list included in the draft.

The list includes hotels, restaurants, bars and nightclubs, sports arenas, yachts and cruise clubs, department stores, water parks, amusement parks, and Thai cultural promotion venues.

These entertainment venues can only be operated by a Thai-registered limited company or public limited company, which must have at least 10 billion THB ($281.9 million) of paid capital.

This document proposes a fee of 100,000 THB to apply for a permit. If granted, the company will have to pay a fee of 5 billion THB in addition to its annual payments to the government. Each casino resort requires an investment of at least 100 billion THB.
