Technically, since this IS a free country, art is not to be restricted. However, these arts are rated so they are hidden from younger audience. Statistics shown, pornography of any kind, reduces a country's crime rates. I guess they justifies this logic be stating that, criminals act out their fantasy with pornography rather than real life if they have pronography.
Regarding this Shota and Loli genre. First of all, this topic should be in the +18 section. Second of all, it is illegal, well in my opinion anyway. Calling it art does not justify it fully. Third of all, if people on the net wants to express their opinion, we can not stop them. So stop criticizing everyone like I do. Oh yeah, I'm talking about you! You know who you are!

(I find myself woefully uninformed about this subject, so correct me if I'm wrong.) Are jail time, psychologists, and people saying "No! That's bad!" really going to stop people from lusting after children? I think not. Maybe shota and lolita comics should be encouraged for those individuals who's lust for children is too strong? Its better than internet predators and perverted priests.

The number of reported incidents of crime against children in Japan, as well as violent crime in general, is well below that of most other developed countries, and indeed there appears to be a strong correlation between the dramatic rise of pornographic material in Japan from the 1970s onwards, and a dramatic decrease in reported sexual violence, especially crimes involving juveniles and non-impulsive rape cases. This supports the theory that widespread availability of sexually explicit material can in fact reduce the rate of sexual crimes(wikipedia lolicon) . I would not trust this information since it is open source, but still.
I have seen some, ranging from ecchi to hardcore, it was different but I did not dislike it. I have not once thought about real life children in that sense because of it or beforehand . Although I would not actively seek out Lolicon hentai, there are some good ways to draw it out. A good example would be Vladimir Nabokov's Lolita, it is a good book, check it out some time. Just like the rest of that area of material that most people would rather not see, there should be ways to regulate and stop the wrong people from seeing it. My response to the question would be that I rather not see it but have nothing against those that do. I'm not gonna flame people who do like it, i'm also not gonna wear a 'I heart lolita' shirt'. Real life does not relate to imagination. If whoever liked steven king wanted to act out some of the things in those books, the world would be a very disturbing place. Too much controversy...
