The Count
The most recent rough sleeping count for the London Borough of Hackney documented approximately 45 individuals sleeping rough on the count night, which is the CHAIN database figure for the borough that includes the Shoreditch area. The count is the snapshot that the CHAIN methodology produces and that is known to undercount the actual rough sleeping population by a factor of approximately three to five.
The Response
The response: the Hackney rough sleeper outreach team contacts the individuals documented in the count and the individuals identified through the community reporting channels. The contact does not always produce the housing outcomes that the contact is designed to produce, because the housing supply available for the transition from rough sleeping to housed is insufficient for the demand that the outreach identifies.
